Um levantamento feito pelo Instituto Brasileiro de Planejamento e Tributa\u00e7\u00e3o (<a href=\"https:\/\/alcantara.pro.br\/portal\/?p=8942\" target=\"_blank\" rel=\"noopener\">IBPT<\/a>) mostra que o faturamento n\u00e3o declarado pelas empresas \u00e9 de R$ 2,33 trilh\u00f5es por ano. As cifras foram calculadas com base nos autos de infra\u00e7\u00f5es emitidos pelos fiscos federal, estaduais e municipais.<img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.png?id=1396256&amp;o=node\" \/><img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.gif?id=1396256&amp;o=node\" \/><\/p>\n<p>Segundo o levantamento, o Imposto sobre Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS) foi o imposto mais sonegado em 2018. J\u00e1 em 2019, a sonega\u00e7\u00e3o do imposto de renda superou o ICMS. O IBPT descobriu que 47% das empresas de pequeno porte sonegam imposto. J\u00e1 a taxa entre as empresas m\u00e9dias \u00e9 de 31% e entre as de grande porte \u00e9 de 16%.<\/p>\n<p>Ao mesmo tempo, os valores sonegados s\u00e3o maiores no setor industrial, seguido pelas empresas de servi\u00e7os financeiros e pelas empresas de presta\u00e7\u00e3o de servi\u00e7os. O com\u00e9rcio ocupa a quarta posi\u00e7\u00e3o. Mas se for considerarmos apenas o ICMS, o setor do com\u00e9rcio \u00e9 o que mais sonega, seguido das empresas industriais e das prestadoras de servi\u00e7os.<\/p>\n<p>O m\u00eas de novembro concentra a maior quantidade de autos de infra\u00e7\u00e3o. Isso porque \u00e9 o m\u00eas da Black Friday, quando h\u00e1 aumento no volume de vendas, tanto por ocasi\u00e3o da promo\u00e7\u00e3o quanto pelas vendas de fim de ano.<\/p>\n<p>Esses valores, no entanto, s\u00e3o uma estimativa. A sonega\u00e7\u00e3o total pode maior do que a calculada. Isso porque os fiscos n\u00e3o conseguem autuar todos que sonegam. Existe ainda o outro lado da moeda, dos autos de infra\u00e7\u00e3o extintos ao longo do processo. Segundo o levantamento, 65,49% do que foi sonegado foi efetivamente autuado.<\/p>\n<p>\u201cPara que seja poss\u00edvel chegarmos ao \u00cdndice de Sonega\u00e7\u00e3o Fiscal, temos que considerar os contribuintes que sonegaram, mas n\u00e3o foram autuados, assim como o grau de ader\u00eancia dos autos de infra\u00e7\u00e3o, ou seja, qual a quantidade de autos de infra\u00e7\u00e3o que permaneceu h\u00edgida ap\u00f3s a exclus\u00e3o dos autos de infra\u00e7\u00e3o que foram extintos\u201d, diz o levantamento.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Queda_na_sonegacao\"><\/span>Queda na sonega\u00e7\u00e3o<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Apesar dos n\u00fameros na casa dos bilh\u00f5es, a pr\u00e1tica de sonega\u00e7\u00e3o est\u00e1 em queda no pa\u00eds. Em 2002, o \u00edndice de sonega\u00e7\u00e3o foi de 32% e em 2004 atingiu o pico de 39%. Esse n\u00famero foi caindo ano ap\u00f3s ano, e chegou a 15% em 2019.
