Essa entidade, que est\u00e1 em gesta\u00e7\u00e3o, deve reunir reguladores como a Comiss\u00e3o de Valores Mobili\u00e1rios (CVM), o Banco Central (BC) e especialistas.<\/p>\n<p>\u00a0<\/p>\n<p>Al\u00e9m de definir o modelo de atua\u00e7\u00e3o e de composi\u00e7\u00e3o, h\u00e1 outro grande desafio: saber quem pagar\u00e1 a conta.<\/p>\n<p>\u00a0<\/p>\n<p>Nos Estados Unidos, o Conselho de Supervis\u00e3o de Contabilidade de Companhias Abertas (PCAOB, na sigla em ingl\u00eas), entidade sem fins lucrativos criada ap\u00f3s os esc\u00e2ndalos cont\u00e1beis de Enron e Worldcom, em 2002, \u00e9 financiado pelas companhias.<\/p>\n<p>\u00a0<\/p>\n<p>&#8220;A cria\u00e7\u00e3o de uma esp\u00e9cie de PCAOB brasileiro nunca saiu da ordem do dia&#8221;, diz Ana Maria Elorrieta, presidente do Instituto dos Auditores Independentes do Brasil (Ibracon). &#8220;A ideia \u00e9 que o \u00f3rg\u00e3o tenha um n\u00famero m\u00ednimo de profissionais das empresas, para garantir sua independ\u00eancia.&#8221;<\/p>\n<p>\u00a0<\/p>\n<p>Esse ponto \u00e9 considerado t\u00e3o relevante quanto a forma de financiamento. &#8220;O ideal \u00e9 que a supervis\u00e3o do trabalho dos auditores n\u00e3o seja feita por \u00f3rg\u00e3os corporativos, como o Ibracon e o Conselho Federal de Contabilidade (CFC)&#8221;, diz Marco Antonio Papini, diretor da Map Auditores.<\/p>\n<p>\u00a0<\/p>\n<p>Conhecido como revis\u00e3o de pares, o processo no qual uma empresa de auditoria revisa trabalhos de outra, tende a ganhar credibilidade no novo modelo. &#8220;Como \u00e9 feito hoje, sob coordena\u00e7\u00e3o do CFC, a impress\u00e3o \u00e9 de que a revis\u00e3o n\u00e3o \u00e9 t\u00e3o independente&#8221;, diz o presidente de uma auditoria de menor porte, que pediu para n\u00e3o ser identificado.<\/p>\n<p>\u00a0<\/p>\n<p>Com rela\u00e7\u00e3o \u00e0s fontes de financiamento, o \u00f3rg\u00e3o deve enfrentar resist\u00eancia por parte das grandes empresas listadas na bolsa. &#8220;Nos Estados Unidos, o rateio \u00e9 feito pelo tamanho das empresas. Se o crit\u00e9rio for o mesmo por aqui, onde as maiores representam boa parte da capitaliza\u00e7\u00e3o, haver\u00e1 muita reclama\u00e7\u00e3o&#8221;, diz Guilhermo Braunbeck, da Funda\u00e7\u00e3o Instituto de Pesquisas Cont\u00e1beis, Atuariais e Financeiras (Fipecafi).<\/p>\n<p>\u00a0<\/p>\n<p>Outro quinh\u00e3o no or\u00e7amento deve caber \u00e0s pr\u00f3prias firmas de auditoria, o que tamb\u00e9m incomoda o setor. &#8220;Se a cria\u00e7\u00e3o do \u00f3rg\u00e3o apertar o cinto para as menores, pode ter o efeito contr\u00e1rio ao desejado&#8221;, diz Francisco Reis, s\u00f3cio da empresa de auditoria Crowe Horwath, que est\u00e1 entre as 10 maiores do pa\u00eds.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Mais pol\u00eamica<\/strong><\/p>\n<p>A chegada de uma entidade fiscalizadora \u00e9 apoiada pela CVM, que manteria sua fun\u00e7\u00e3o, regulando e punindo auditores de companhias de capital aberto, diz Alessandro Broedel, diretor da autarquia.
