Inicialmente, o EI foi concebido como um instrumento de controle documental do processo de faturamento, de forma a evitar tanto a omiss\u00e3o de vendas quanto a inclus\u00e3o de compras falsas. A ideia original foi estendida a outras \u00e1reas de controle tribut\u00e1rio, como folha de pagamento, mercadorias em tr\u00e2nsito e novos servi\u00e7os, como o factoring. At\u00e9 certo ponto, a IE pode ser considerada como o in\u00edcio do processo de digitaliza\u00e7\u00e3o dos ATs em sentido amplo.
