A determina\u00e7\u00e3o consta de circular editada hoje (18) pelo Banco Central (BC).<\/p>\n<p>A exig\u00eancia considera as contas de dep\u00f3sito \u00e0 vista, as contas de dep\u00f3sito de poupan\u00e7a e as contas de pagamento pr\u00e9-pagas das institui\u00e7\u00f5es financeiras. A circular tamb\u00e9m determina que as institui\u00e7\u00f5es ofere\u00e7am aos clientes todas as funcionalidades de inicia\u00e7\u00e3o e de recebimentos de pagamentos do novo instrumento.<\/p>\n<p>Em fase de testes, o sistema de pagamento instant\u00e2neo permitir\u00e1 a transfer\u00eancia de dinheiro em apenas 10 segundos e funcionar\u00e1 24 horas por dia. A ferramenta ser\u00e1 usada tanto por bancos tradicionais de varejo, como por novos tipos de institui\u00e7\u00f5es de pagamentos, como fintechs, tipo de institui\u00e7\u00e3o que trabalha com contas e com carteiras digitais. Conforme o BC, o novo sistema reduzir\u00e1 custos e aumentar\u00e1 a concorr\u00eancia, por ser aberto a qualquer institui\u00e7\u00e3o.<\/p>\n<p>Atualmente, as duas modalidades mais usadas de transfer\u00eancia entre institui\u00e7\u00f5es diferentes, a Transfer\u00eancia Eletr\u00f4nica Dispon\u00edvel (TED) e o Documento de Ordem de Cr\u00e9dito (DOC), t\u00eam restri\u00e7\u00f5es de hor\u00e1rio e levam de 30 minutos a duas horas para serem conclu\u00eddas. Mesmo o pagamento com cart\u00e3o de d\u00e9bito n\u00e3o gera cr\u00e9dito na conta do lojista ao mesmo tempo.<\/p>\n<p>O Banco Central tamb\u00e9m anunciou ter fechado acordo de coopera\u00e7\u00e3o t\u00e9cnica com o Tesouro Nacional para que os cidad\u00e3os brasileiros usem os pagamentos instant\u00e2neos para fazerem seus recolhimentos ao governo federal.
