A campanha publicit\u00e1ria, encomendada pela Secretaria da Receita Federal, levou em considera\u00e7\u00e3o algumas caracter\u00edsticas do felino: \u00e9 o rei dos animais, mas n\u00e3o ataca sem avisar; \u00e9 justo; leal; manso, mas n\u00e3o \u00e9 bobo. Era um aviso sobre a a\u00e7\u00e3o fiscalizadora do \u00f3rg\u00e3o contra fraude e sonega\u00e7\u00e3o. No in\u00edcio de 1980, a publicidade come\u00e7ou a ser veiculada na m\u00eddia e at\u00e9 hoje o le\u00e3o \u00e9 o s\u00edmbolo do Imposto no Brasil. Apesar de n\u00e3o ser mais utilizado como &#8220;felino propaganda&#8221; pela Receita, o bicho foi assimilado definitivamente pelos brasileiros e virou at\u00e9 verbete dos dicion\u00e1rios nacionais, que definem le\u00e3o tamb\u00e9m como o \u00f3rg\u00e3o arrecadador de imposto.<\/p>\n<p align=\"justify\"><a href=\"http:\/\/alcantara.pro.br\/portal\/wp-content\/uploads\/2019\/01\/img_leao_ie1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-6418 alignleft\" src=\"http:\/\/alcantara.pro.br\/portal\/wp-content\/uploads\/2019\/01\/img_leao_ie1-300x209.jpg\" alt=\"\" width=\"561\" height=\"390\" \/><\/a><\/p>\n<p align=\"justify\">O imposto sobre a renda geral no Brasil surgiu em 1922 com a Lei 4.625, que or\u00e7ou a Receita Geral da Rep\u00fablica dos Estados Unidos do Brasil para o ano seguinte. <em>&#8220;Art.31. Fica institu\u00eddo o imposto geral sobre a renda, que ser\u00e1 devido, anualmente, por toda a pessoa physica ou jur\u00eddica, residente no territ\u00f3rio do pais, e incidir\u00e1, em cada caso, sobre o conjunto liquido dos rendimentos de qualquer origem&#8221;<\/em>, diz o texto. Antes da lei, havia tributa\u00e7\u00e3o pontual sobre a renda, mas sem reparti\u00e7\u00e3o pr\u00f3pria ou funcion\u00e1rios com dedica\u00e7\u00e3o exclusiva ao tributo. Era o Imposto sobre Vencimentos, criado em 1843, pela Lei 317, direcionado para quem os recebesse dos cofres p\u00fablicos; uma esp\u00e9cie de tributa\u00e7\u00e3o exclusiva na fonte. O primeiro regulamento do Imposto de Renda foi em 1924, ano em que o brasileiro foi obrigado a declarar, e previu entre outras determina\u00e7\u00f5es uma pr\u00e1tica at\u00e9 a pouco tempo recorrente na presta\u00e7\u00e3o de contas do contribuinte com o le\u00e3o: o adiamento do prazo de entrega da declara\u00e7\u00e3o.<\/p>\n<p align=\"justify\"><a href=\"http:\/\/alcantara.pro.br\/portal\/wp-content\/uploads\/2019\/01\/img_leao_ie2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-6419 alignright\" src=\"http:\/\/alcantara.pro.br\/portal\/wp-content\/uploads\/2019\/01\/img_leao_ie2-300x220.jpg\" alt=\"\" width=\"568\" height=\"417\" \/><\/a><\/p>\n<p align=\"justify\">No ano de 1991, 67 anos depois da cria\u00e7\u00e3o do primeiro formul\u00e1rio de papel, a Receita cria o primeiro programa de entrega da declara\u00e7\u00e3o do Imposto por meio magn\u00e9tico. O contribuinte preenchia os campos com os dados e entregava um disquete nas ag\u00eancias da Receita. A populariza\u00e7\u00e3o dos computadores era incipiente e apenas 3% dos contribuintes entregaram as declara\u00e7\u00f5es neste formato. A ades\u00e3o aumentou a cada ano, quando o contribuinte percebeu as vantagens da entrega por meio eletr\u00f4nico, entre elas a rapidez no preenchimento; transporte autom\u00e1tico de valores e a apura\u00e7\u00e3o eletr\u00f4nica do c\u00e1lculo do imposto e dos limites legais. Em 1997, mais da metade dos contribuintes j\u00e1 preenchia a declara\u00e7\u00e3o anual de ajuste do Imposto de Renda Pessoa F\u00edsica por meio eletr\u00f4nico. Nesse mesmo ano teve in\u00edcio a entrega via internet. Com o programa Receitanet o contribuinte j\u00e1 podia preencher e entregar a declara\u00e7\u00e3o sem sair de casa, bastando &#8220;baixar&#8221; da internet os programas para preenchimento e envio.<\/p>\n<p align=\"justify\">Em 2008, ano-calend\u00e1rio de 2007, ainda eram duas as formas de preenchimento da declara\u00e7\u00e3o: computador, com quase 99% de ades\u00e3o, e o formul\u00e1rio. Foi suprimida a declara\u00e7\u00e3o simplificada online. A declara\u00e7\u00e3o por telefone j\u00e1 havia sido extinta em 2006. Em 2011, no exerc\u00edcio do ano calend\u00e1rio 2010, chegou ao fim o formul\u00e1rio de papel. O contribuinte tinha como op\u00e7\u00e3o a internet ou o disquete, entregue no Banco do Brasil ou na Caixa Econ\u00f4mica Federal.
