A Receita Federal iniciou a opera\u00e7\u00e3o Tio Patinhas no estado de Goi\u00e1s com o objetivo de combater fraudes na declara\u00e7\u00e3o de imposto de renda de pessoas f\u00edsicas que informam possuir grandes somas de recursos guardados em esp\u00e9cie. Estes contribuintes ser\u00e3o intimados para comprovar a exist\u00eancia dos recursos declarados.<\/p>\n

Em 31 de dezembro de 2016, de acordo com a Receita, o montante em circula\u00e7\u00e3o de moeda nacional totalizava 232 bilh\u00f5es de reais. Na mesma data, as pessoas f\u00edsicas declaravam no imposto de renda guardar em esp\u00e9cie 220 bilh\u00f5es de reais. 95% do meio circulante nacional \u00e9 declarado como guardado em esp\u00e9cie por pessoas f\u00edsicas.<\/p>\n

Neste caso, restariam apenas 12 bilh\u00f5es de reais em recursos no caixa das empresas, na tesouraria dos bancos, nos caixas eletr\u00f4nicos, na casa da moeda e ainda valores n\u00e3o declarados.<\/p>\n

Algumas das fraudes j\u00e1 identificadas envolvem esquemas de corrup\u00e7\u00e3o, lavagem de dinheiro e sonega\u00e7\u00e3o, al\u00e9m de eventuais doa\u00e7\u00f5es ilegais para campanhas eleitorais. Apenas no estado de Goi\u00e1s, 636 pessoas f\u00edsicas declararam possuir mais de R$ 1 milh\u00e3o em esp\u00e9cie e 22 mil pessoas f\u00edsicas declararam possuir mais de R$ 100 mil reais de moeda nacional em esp\u00e9cie.<\/p>\n

Com base no valor declarado de recursos em esp\u00e9cie e em outros cruzamentos de informa\u00e7\u00f5es n\u00e3o revelados pela Receita Federal, os contribuintes ser\u00e3o intimados a comprovar a exist\u00eancia dos recursos declarados ou retificar a declara\u00e7\u00e3o de imposto de renda.<\/p>\n

Etapas<\/strong><\/p>\n

A opera\u00e7\u00e3o ser\u00e1 realizada em etapas. Est\u00e3o previstas pelo menos mais tr\u00eas etapas em 2018, com a intima\u00e7\u00e3o de novos contribuintes, al\u00e9m de envio de alertas a contribuintes com valores at\u00edpicos tamb\u00e9m declarados.<\/p>\n

H\u00e1 expectativa de um alto \u00edndice de retifica\u00e7\u00e3o de declara\u00e7\u00f5es com a regulariza\u00e7\u00e3o espont\u00e2nea dos contribuintes. Desse modo, a qualidade dos dados ter\u00e1 significativo incremento, proporcionando melhores condi\u00e7\u00f5es para o cruzamento de informa\u00e7\u00f5es e identifica\u00e7\u00e3o de fraudes.<\/p>\n

Os contribuintes que n\u00e3o comprovarem os recursos ou em cujas declara\u00e7\u00f5es forem verificadas irregularidades, estar\u00e3o sujeitos a Autos de Infra\u00e7\u00e3o e representa\u00e7\u00f5es para fins penais ao Minist\u00e9rio P\u00fablico Federal.<\/p>\n
