Foi nesse quadro que Roberto Kupski, da Febrafite, Federa\u00e7\u00e3o Brasileira de Associa\u00e7\u00f5es de Fiscais de Tributos Estaduais, disse \u2013 depois de colocar a audi\u00eancia a ouvir \u2018Chega!\u2019, de Gabriel o Pensador \u2013 que \u00e9 fundamental \u201cincentivar e premiar a educa\u00e7\u00e3o fiscal\u201d, seja atrav\u00e9s de um pr\u00e9mio (como faz a Febrafite) ou da motiva\u00e7\u00e3o ao debate.<\/p>\n<p>Kupsky avan\u00e7ou mesmo com a proposta de que Portugal e Brasil contribuam juntos para esse des\u00edgnio fundamental atrav\u00e9s do lan\u00e7amento de uma semana da cidadania e da educa\u00e7\u00e3o fiscal, no sentido de tornar perene a perce\u00e7\u00e3o da sua import\u00e2ncia.<\/p>\n<p>J\u00e1 a interven\u00e7\u00e3o de Cid\u00e1lia Lopes, docente universit\u00e1ria, versou sobre um projeto sobre a mat\u00e9ria transversal a algumas universidades \u2013 importante numa envolvente em que o combate ao d\u00e9fice, que tamb\u00e9m se faz pelo aumento da coleta, \u00e9 uma prioridade para as economias ocidentais. Nomeadamente na circunst\u00e2ncia em que a fraude e a evas\u00e3o sobre todos os anos, desde logo patrocinadas pelas novas realidades introduzidas pela economia digital.<\/p>\n<p>\u201cA educa\u00e7\u00e3o fiscal \u00e9 um instrumento para a cidadania\u201d, o que lhe confere uma dimens\u00e3o superior, at\u00e9 porque \u00e9 formada por direitos mas tamb\u00e9m por deveres \u2013 a que se acrescenta ainda o direito (mas tamb\u00e9m o dever) de fiscalizar a utiliza\u00e7\u00e3o da coleta por parte do Estado. \u201cPromover a rela\u00e7\u00e3o entre o Estado e o cidad\u00e3o e a boa aplica\u00e7\u00e3o dos recursos p\u00fablicos\u201d \u00e9, para docente, um dado fundamental, sendo que neste momento h\u00e1 pelo menos 30 pa\u00edses que apostam em programas de educa\u00e7\u00e3o fiscal.<\/p>\n<p>\u201cAinda falta fazer muita coisa, mas a crise financeira teve o benef\u00edcio de dar \u00e0s pessoas a perce\u00e7\u00e3o de que\u201d t\u00eam de estar atentas aos gastos do Estado e principalmente de lhes transmitir que a fuga e a evas\u00e3o s\u00e3o definitivamente pr\u00e1ticas perversas \u201ccom as quais as pessoas s\u00e3o cada vez menos tolerantes\u201d.<\/p>\n<p>Jos\u00e9 Casalta Nabais, igualmente docente universit\u00e1rio, quis por seu turno recordar que o pagamento de impostos e a consequente sustentabilidade do Estado \u00e9 um dever de cada um \u2013 que se insere num conjunto de direitos e obriga\u00e7\u00f5es que em larga escala s\u00e3o desconhecidos, n\u00e3o deixando por isso de serem fundamentais.<\/p>\n<p>\u201cA partilha equilibrada entre todos dos direitos e deveres\u201d \u00e9, disse Casalta Nabais, o objetivo \u00faltimo do sistema, sendo que, salientou, isso n\u00e3o est\u00e1 assegurado na sociedade portuguesa. \u201cH\u00e1 uma distribui\u00e7\u00e3o in\u00edqua da carga e esfor\u00e7o fiscal em Portugal\u201d, invetivou. \u201cA perce\u00e7\u00e3o de que somos esmagados pela carga fiscal \u00e9 verdadeira\u201d, disse, e essa perce\u00e7\u00e3o tamb\u00e9m \u00e9 cidadania fiscal.<\/p>\n<p>Fonte: <a href=\"http:\/\/www.jornaleconomico.sapo.pt\/noticias\/auditores-defendem-que-educacao-fiscal-e-instrumento-fundamental-da-justica-fiscal-313691\" target=\"_blank\" rel=\"noopener\">Jornal Econ\u00f4mico<\/a> &#8211; Portugal, por Ant\u00f4nio Freitas de Souza &#8211; 29 maio 2018<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Educa\u00e7\u00e3o fiscal n\u00e3o \u00e9 saber preencher o formul\u00e1rio do IRS ou do IRC, mas perceber<\/p>\n","protected":false},"author":1,"featured_media":5910,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[16,17,78,188],"tags":[],"class_list":["post-5909","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-auditoria-contabil-tributaria","category-c42-auditoria-fiscal","category-educacao-fiscal","category-tributos"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
