A organiza\u00e7\u00e3o internacional Endeavor, que publicou o levantamento, faz a\u00e7\u00f5es para fomentar o empreendedorismo no Brasil e em outros pa\u00edses. As pend\u00eancias incluem atrasos no pagamento de impostos ou n\u00e3o cumprimento de exig\u00eancias de prefeituras ou da Receita Federal.<\/p>\n<p style=\"text-align: justify;\">No com\u00e9rcio, h\u00e1 irregularidades em 96% dos estabelecimentos, enquanto na ind\u00fastria, 92% das empresas n\u00e3o est\u00e3o completamente regularizadas. A pesquisa foi feita a partir de uma amostra de 2.550 companhias em todos os estados brasileiros.<\/p>\n<p style=\"text-align: justify;\">O estudo atribui os altos \u00edndices de irregularidade \u00e0 complexidade da burocracia no pa\u00eds. \u201cEsse valor ilustra a complexidade e as dificuldades impostas pelo ambiente regulat\u00f3rio e a disparidade entre as exig\u00eancias impostas pelo Estado e a realidade das empresas\u201d, diz a publica\u00e7\u00e3o.<\/p>\n<p style=\"text-align: justify;\">A entidade chama aten\u00e7\u00e3o para o fato de que os \u00edndices de irregularidade s\u00e3o elevados mesmo entre os escrit\u00f3rios de advocacia (80%) e de contabilidade (88%), ramos que, em tese, deveriam estar mais preparados para lidar com burocracia e normas.<\/p>\n<p style=\"text-align: justify;\">Como exemplo da dificuldade em manter as empresas regulares, o estudo cita que o Imposto sobre Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS) teve 558 atualiza\u00e7\u00f5es em quatro anos. \u201cOu seja, cerca de uma atualiza\u00e7\u00e3o a cada tr\u00eas dias. Al\u00e9m da mudan\u00e7a constante na legisla\u00e7\u00e3o dos impostos, as empresas precisam cumprir uma s\u00e9rie de obriga\u00e7\u00f5es acess\u00f3rias para comprovar ao Fisco que o pagamento e as exig\u00eancias legais est\u00e3o sendo feitos da forma correta\u201d, destaca.<\/p>\n<p style=\"text-align: justify;\"><strong>Empresas inativas<\/strong><\/p>\n<p style=\"text-align: justify;\">As dificuldades causadas pelo excesso de normas e obriga\u00e7\u00f5es tamb\u00e9m gera, segundo a pesquisa, um n\u00famero elevado de empresas que continuam existindo sem funcionar. A estimativa do estudo \u00e9 que 20% dos inscritos no Cadastro Nacional de Pessoa Jur\u00eddica (CNPJ) estejam inativos, representando 3,7 milh\u00f5es de empresas.<\/p>\n<p style=\"text-align: justify;\">\u201cO alto n\u00famero de empresas que n\u00e3o &#8216;fecharam as portas&#8217; formalmente geram um custo de inefici\u00eancia para a economia, pois h\u00e1 muitos recursos &#8211; tang\u00edveis e intang\u00edveis &#8211; paralisados pela situa\u00e7\u00e3o inconclusiva e que poderiam ser realocados em formas mais produtivas, seja em um novo empreendimento ou em um j\u00e1 existente\u201d, acrescenta o documento.<\/p>\n<p style=\"text-align: justify;\"><strong>Solu\u00e7\u00f5es<\/strong><\/p>\n<p style=\"text-align: justify;\">O estudo aponta ainda algumas medidas que poderiam reduzir a burocracia e facilitar a abertura e fechamento de empreendimentos.
