{"id":4630,"date":"2016-09-22T17:57:27","date_gmt":"2016-09-22T20:57:27","guid":{"rendered":"http:\/\/alcantara.pro.br\/portal\/?p=4630"},"modified":"2016-09-22T17:57:27","modified_gmt":"2016-09-22T20:57:27","slug":"bahia-o-google-street-view-e-a-inteligencia-fiscal","status":"publish","type":"post","link":"https:\/\/alcantara.pro.br\/portal\/2016\/09\/22\/bahia-o-google-street-view-e-a-inteligencia-fiscal\/","title":{"rendered":"Bahia: O Google Street View  e a intelig\u00eancia fiscal"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>Google Street View e identifica\u00e7\u00e3o do IP ajudam combate \u00e0 sonega\u00e7\u00e3o.<\/strong><\/p>\n<p style=\"text-align: justify;\">Pioneira no pa\u00eds em iniciativas que utilizam as tecnologias digitais para aumentar a efic\u00e1cia da fiscaliza\u00e7\u00e3o e combater a sonega\u00e7\u00e3o fiscal, por interm\u00e9dio do programa Sefaz On-Line, a Secretaria da Fazenda do Estado da Bahia (Sefaz-Ba) agora conta com novos aliados para a <strong>identifica\u00e7\u00e3o de \u201claranjas\u201d<\/strong> e empresas fantasmas utilizadas para fraudar o fisco: o Google Street View e a identifica\u00e7\u00e3o do endere\u00e7o IP (Internet Protocol) do computador respons\u00e1vel pela transmiss\u00e3o do documento fiscal irregular.<\/p>\n<p style=\"text-align: justify;\">O Google Street View est\u00e1 sendo utilizado pela Sefaz-ba para averigua\u00e7\u00e3o preliminar dos endere\u00e7os de empresas com opera\u00e7\u00f5es econ\u00f4micas sob suspei\u00e7\u00e3o. A estrat\u00e9gia \u00e9 denominada de \u201c<strong>dilig\u00eancia remota<\/strong>\u201d pelo fisco estadual, pois antecipa informa\u00e7\u00f5es sobre endere\u00e7os suspeitos. J\u00e1 o IP ajuda a identificar o computador utilizado para transmitir nota fiscal fraudulenta, junto com outros dados, como o provedor de Internet e o certificado digital do transmissor. Se necess\u00e1rio, a informa\u00e7\u00e3o do endere\u00e7o f\u00edsico em que o computador usu\u00e1rio do endere\u00e7o IP est\u00e1 instalado pode ser requerida pela Sefaz-Ba ao provedor de acesso \u00e0 Internet.<\/p>\n<p style=\"text-align: justify;\">Com a ferramenta de visualiza\u00e7\u00e3o, \u00e9 poss\u00edvel checar a veracidade das informa\u00e7\u00f5es da nota, comparando, por exemplo, se o endere\u00e7o informado possui caracter\u00edsticas que o habilitam a armazenar e comercializar mercadorias nas quantidades registradas na nota fiscal sob suspeita. Desde que foi colocado em pr\u00e1tica, o uso do Street View j\u00e1 ajudou o fisco baiano a detectar casos como o de uma empresa que fez uma compra milion\u00e1ria que requereria um amplo galp\u00e3o de armazenamento. Ao buscar as imagens do endere\u00e7o fornecido na nota, a Sefaz encontrou uma casa simples em bairro residencial. A partir da constata\u00e7\u00e3o, a unidade fiscal mais pr\u00f3xima foi acionada para dar sequ\u00eancia \u00e0 investiga\u00e7\u00e3o.<\/p>\n<p style=\"text-align: justify;\">Outro exemplo foi o de nota emitida para pessoa f\u00edsica, isenta de imposto estadual, que encobria uma grande compra efetivada no segmento de bebidas. A confirma\u00e7\u00e3o da fraude tamb\u00e9m veio ap\u00f3s a visualiza\u00e7\u00e3o remota do endere\u00e7o registrado na nota. Tratava-se de um grande dep\u00f3sito de bebidas, que omitia as opera\u00e7\u00f5es de compra e venda, j\u00e1 que a mercadoria era declarada como aquisi\u00e7\u00e3o pessoal e n\u00e3o comercial.<\/p>\n<p style=\"text-align: justify;\"><strong>Sefaz On-Line<\/strong> \u2013 O apoio da tecnologia no combate \u00e0 sonega\u00e7\u00e3o fiscal tem sido fomentado pelo programa Sefaz On-Line, que vem inserindo o fisco baiano na nova realidade de dados digitais ao modernizar os processos de fiscaliza\u00e7\u00e3o e tornar mais eficiente o combate \u00e0 sonega\u00e7\u00e3o, explica o secret\u00e1rio Manoel Vit\u00f3rio. Entre as iniciativas que integram o Sefaz On-Line est\u00e3o a <strong>Malha Fiscal Censit\u00e1ria (MFC)<\/strong>, que faz cruzamentos de dezenas de milh\u00f5es de notas fiscais com a escritura\u00e7\u00e3o fiscal das empresas, e o <strong>Centro de Monitoramento On-Line (CMO)<\/strong>, voltado para o combate \u00e0 atua\u00e7\u00e3o dos chamados \u201chackers fiscais\u201d, que criam empresas fantasmas no ambiente digital para burlar o fisco.<\/p>\n<p style=\"text-align: justify;\">Tamb\u00e9m s\u00e3o destaques o <strong>Domic\u00edlio Tribut\u00e1rio Eletr\u00f4nico (DT-e)<\/strong>, canal on-line de comunica\u00e7\u00e3o direta com o contribuinte, o <strong>Painel de Planejamento da Fiscaliza\u00e7\u00e3o (PPF)<\/strong>, que integra os demais sistemas para apoiar o planejamento do fisco, e a Nova Fiscaliza\u00e7\u00e3o do Tr\u00e2nsito de Mercadorias, resultado da conex\u00e3o direta entre os postos fiscais da Sefaz e a <strong>Coordena\u00e7\u00e3o de Opera\u00e7\u00f5es Especiais (COE),<\/strong> que analisa as notas fiscais eletr\u00f4nicas, calcula o valor real do tributo e identifica eventuais d\u00e9bitos.<\/p>\n<p>Fonte: <a href=\"http:\/\/www.sefaz.ba.gov.br\/scripts\/noticias\/noticia.asp?LCOD_NOTICIA=8089\" target=\"_blank\" rel=\"noopener\">SEFAZ Ba<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Google Street View e identifica\u00e7\u00e3o do IP ajudam combate \u00e0 sonega\u00e7\u00e3o.
