Para o advogado Philip Schneider, do Souza, Schneider e Pugliese Advogados, o Pa\u00eds estaria mais preocupado em evitar planejamento tribut\u00e1rio do que em estimular investimentos externos. Um estudo do advogado Celso Grisi, do L.O.Baptista, revela que, em cinco anos, os pa\u00edses-membros da OCDE que t\u00eam tratado com o Brasil aumentaram a participa\u00e7\u00e3o no total de investimento no Pa\u00eds em 8%.
