Para a escritura\u00e7\u00e3o, a data-limite de entrega dos  arquivos da EFD, referentes aos meses de janeiro a agosto de 2009, foi transferida para o dia 30 de setembro. A Receita Federal j\u00e1 havia prorrogado anteriormente   prazo de entrega que determinava que informa\u00e7\u00f5es at\u00e9 abril deveriam ser encaminhadas em maio.<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 0);\">Na opini\u00e3o de especialistas ouvidos pela reportagem, o prazo foi prorrogado porque muitas empresas n\u00e3o haviam conseguido se adequar ao processo. &#8220;Fizemos uma pesquisa h\u00e1 um m\u00eas e um ter\u00e7o dos entrevistados ainda estava em est\u00e1gio inicial do processo. Al\u00e9m disso, 66% das empresas  ainda estavam  se adequando \u00e0 nova regra&#8221;, afirma Wilson Gellacic, s\u00f3cio da Ernst &amp; Young, empresa da \u00e1rea de consultoria fiscal e tributaria. Em mat\u00e9ria publicada no in\u00edcio de dezembro de 2008 pelo DCI, especialistas afirmaram que o ritmo  e adapta\u00e7\u00e3o ao Sped ainda era lento.<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 0);\">Al\u00e9m da demora na adequa\u00e7\u00e3o, Gellacic acredita que o governo foi  sens\u00edvel&#8221; \u00e0 situa\u00e7\u00e3o de crise. &#8220;Por uma quest\u00e3o de caixa em fun\u00e7\u00e3o da crise internacional, muitas empresas ainda n\u00e3o haviam se adequado porque  existem gastos para a implanta\u00e7\u00e3o do Sped&#8221;, aposta.<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 0);\">Empresas de m\u00e9dio e grande porte est\u00e3o investindo entre R$ 200 mil a alguns milh\u00f5es de reais na adapta\u00e7\u00e3o ao Sped. O volume de recursos varia de acordo com o setor em que a companhia atua, do seu grau de maturidade e de onde est\u00e1 instalada.<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 0);\">O diretor da \u00e1rea de impostos da Ernst &amp; Young Roberto Paiva ressalta, no entanto, que apesar da extens\u00e3o do prazo, o empres\u00e1rio ter\u00e1 mais meses a declarar. &#8220;N\u00e3o se trata de uma prorroga\u00e7\u00e3o, apenas. H\u00e1 um ganho de f\u00f4lego, mas o volume de informa\u00e7\u00f5es tamb\u00e9m aumentou, j\u00e1 que, agora, t\u00eam mais meses&#8221;, destaca<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 0);\">A EFD \u00e9 um arquivo digital que se constitui de um conjunto de escritura\u00e7\u00f5es de documentos fiscais e de outras informa\u00e7\u00f5es de interesse dos fiscos. A partir de agora, 16 mil estabelecimentos em todos os estados brasileiros ter\u00e3o at\u00e9 setembro para modificar seu repasse de informa\u00e7\u00f5es ao Fisco, de forma eletr\u00f4nica. \u201cAntes, com o prazo at\u00e9 31 de maio, as  mpresas n\u00e3o conseguiriam se adaptar a tempo. Agora, elas ganharam um f\u00f4lego\u201d, afirma Roberto Paiva, diretor da \u00e1rea de impostos da Ernst &amp; Young.<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 0);\">De acordo com Wilson Gellacic, s\u00f3cio da Ernst &amp; Young, cerca de 66% dos estabelecimentos pesquisados pela empresa n\u00e3o estavam adaptados h\u00e1 um m\u00eas e provavelmente continuam no processo. \u201cH\u00e1 uma complexidade para a adequa\u00e7\u00e3o. O maior desafio \u00e9 mudar o sistema de tecnologia da informa\u00e7\u00e3o, al\u00e9m do formato do arquivo que deve ser enviado ao Fisco\u201d, afirma. \u201cAl\u00e9m de que o custo \u00e9 alto (R$ 5 milh\u00f5es em m\u00e9dia para grandes empresas) e existem poucas empresas capacitadas para instalar o software indicado para este tipo de modifica\u00e7\u00e3o. Por causa desses desafios, n\u00e3o \u00e9 uma simples prorroga\u00e7\u00e3o\u201d, acrescenta Paiva.<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 0);\">Para o executivo, apesar de ter  um prazo maior, tamb\u00e9m aumentou o per\u00edodo de informa\u00e7\u00f5es fiscais. \u201cAt\u00e9 maio dever\u00edamos mandar os arquivos fiscais de janeiro a abril deste ano, agora \u00e9 de janeiro a agosto\u201d explica. Mesmo assim, o executivo acredita que muitos estabelecimentos estar\u00e3o adaptados at\u00e9 setembro. \u201cA maioria das empresas est\u00e1 preocupada com o prazo anterior e j\u00e1 estavam quase prontas\u201d, completa. Procurada, a Receita Federal n\u00e3o se manifestou sobre o motivo da nova prorroga\u00e7\u00e3o at\u00e9 o fechamento desta edi\u00e7\u00e3o.<\/span><\/p>\n<p><span style=\"font-weight: bold; color: rgb(0, 0, 0);\">Prazos<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 0);\">Desde 2007, quando o projeto do Sistema P\u00fablico de Escritura\u00e7\u00e3o Digital \u2014 que faz parte do Programa de Acelera\u00e7\u00e3o do Crescimento do Governo Federal (PAC) \u2014 foi institu\u00eddo, houve quatro prorroga\u00e7\u00f5es de prazo para a adapta\u00e7\u00e3o do sistema. Para solucionar a falta de adapta\u00e7\u00e3o das empresas, o Fisco tamb\u00e9m reduziu o n\u00famero de estabelecimentos obrigados.
