As mudan\u00e7as, confirmadas pelo ministro da Fazenda, Guido Mantega, vieram em linha com o esperado pelo mercado: a partir de 2010, o governo cobrar\u00e1 tributo progressivo para as cadernetas de poupan\u00e7a acima de 50 mil.<\/p>\n<p>&#8220;Hoje, 99% das cadernetas de poupan\u00e7a no Brasil s\u00e3o de aplica\u00e7\u00f5es que v\u00e3o de R$ 100 a R$ 50 mil&#8221;, disse o ministro em entrevista coletiva. &#8220;Hoje, 99% das cadernetas de poupan\u00e7a no Brasil s\u00e3o de aplica\u00e7\u00f5es que v\u00e3o de R$ 100 a R$ 50 mil&#8221;.<\/p>\n<p>A ideia do governo com a cobran\u00e7a de imposto sobre os ganhos das aplica\u00e7\u00f5es em poupan\u00e7a de valor mais elevado \u00e9 inibir a especula\u00e7\u00e3o com a caderneta.<\/p>\n<p>Com a tend\u00eancia de queda da taxa b\u00e1sica de juros (Selic), a rentabilidade da poupan\u00e7a, formada pela varia\u00e7\u00e3o da Taxa Referencial (TR) mais 6,17% ao ano, se torna uma op\u00e7\u00e3o mais interessante que fundos ou CDBs. A aplica\u00e7\u00e3o dos fundos \u00e9 importante porque \u00e9 uma fonte para os programas monet\u00e1rios do governo, que vende t\u00edtulos ao mercado para captar recursos.<\/p>\n<p>Simula\u00e7\u00e3o feita por um banco a pedido do jornal &#8220;Valor Econ\u00f4mico&#8221; mostra que se o juro cair para 8,5% ao ano, e considerando que a caderneta renda apenas os juros de 6,17% ao ano, somente fundos de renda fixa ou DI com taxa de administra\u00e7\u00e3o igual ou inferior a 1% conseguiriam empatar ou ganhar da poupan\u00e7a por prazos mais longos de aplica\u00e7\u00e3o.<\/p>\n<p>Ou seja, apenas aplica\u00e7\u00f5es sujeitas \u00e0 al\u00edquota de 15% seriam competitivas. Mas carteiras com taxas maiores ou aplica\u00e7\u00f5es por prazos inferiores a dois anos j\u00e1 perderiam para a caderneta.
