Em 2008, o governo (Uni\u00e3o, Estados e munic\u00edpios) gastou 5,6% do PIB (Produto Interno Bruto, soma de todas as riquezas produzidas pelo pa\u00eds) com o pagamento de juros da d\u00edvida, o equivalente a 20 dias e meio de trabalho dos contribuintes brasileiros.<\/p>\n

Esse montante corresponde a quase um sexto de toda a carga tribut\u00e1ria arrecadada no ano passado, aponta estudo do Ipea (Instituto de Pesquisa Econ\u00f4mica Aplicada), divulgado nesta ter\u00e7a-feira.<\/p>\n

Os tributos pagos pelo contribuinte, no ano passado, corresponderam a 132 dias de trabalho, em m\u00e9dia. Segundo o Ipea, se esse per\u00edodo for dividido pelo custo, em dias, de cada benef\u00edcio social, tem-se que 24 dias s\u00e3o destinados ao pagamento de benef\u00edcios previdenci\u00e1rios.<\/p>\n

O pagamento de seguro-desemprego a 6,9 milh\u00f5es de trabalhadores consumiu cerca de 0,5% do PIB, ou 2 dias de trabalho dos contribuintes. O programa Bolsa-Fam\u00edlia, que complementa a renda de 11,6 milh\u00f5es de fam\u00edlias, custa ao governo federal 0,4% do PIB e, ao contribuinte, o equivalente a 1,5 dia de trabalho.<\/p>\n

Questionado sobre as medidas de desonera\u00e7\u00e3o tomadas pelo governo federal para incentivar a economia ante a crise financeira internacional, o presidente do Ipea afirmou que elas n\u00e3o est\u00e3o considerando o aspecto da justi\u00e7a tribut\u00e1ria. “Sem as isen\u00e7\u00f5es, possivelmente ter\u00edamos mais desempregados. Ent\u00e3o o balan\u00e7o [entre isentar ou n\u00e3o o setor produtivo] tem de considerar isso”, avaliou Pochmann.<\/p>\n

Propriedade <\/strong>
Em 2006 –para os anos seguintes ainda n\u00e3o h\u00e1 dados consolidados, segundo o Ipea–, quem tem algum tipo de propriedade contribuiu com 51,7% (R$ 1,04 trilh\u00e3o) do PIB. O peso relativo do rendimento dos n\u00e3o-propriet\u00e1rios foi 48,3% (R$ 969,4 bilh\u00f5es) do PIB.<\/p>\n

“Ser propriet\u00e1rio e ganhar mais \u00e9 ser beneficiado pelo sistema tribut\u00e1rio brasileiro”, afirmou o presidente do Ipea, Marcio Pochmann.<\/p>\n

Na composi\u00e7\u00e3o do total da carga, os \u00fanicos tributos que incidem diretamente sobre a renda dos n\u00e3o-propriet\u00e1rios s\u00e3o as contribui\u00e7\u00f5es previdenci\u00e1rias (FGTS) e o Imposto de Renda retido na fonte. A arrecada\u00e7\u00e3o desses tributos somou R$ 236,9 bilh\u00f5es em 2006.<\/p>\n

J\u00e1 a arrecada\u00e7\u00e3o dos tributos sobre a propriedade e renda do capital totalizou R$ 141,1 bilh\u00f5es. De acordo com o Ipea, no caso dos tributos como o IPI (Imposto sobre Produtos Industrializados) e o ICMS (Imposto sobre Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os), por serem impostos embutidos no pre\u00e7o final de mercadorias e servi\u00e7os, n\u00e3o \u00e9 poss\u00edvel saber quanto deles as empresas repassam aos consumidores.<\/p>\n

“Por esse motivo, dos R$ 808,6 bilh\u00f5es que compuseram a Carga Tribut\u00e1ria Bruta em 2006, somente R$ 378 bilh\u00f5es foram considerados; R$ 430,6 bilh\u00f5es n\u00e3o foram utilizados por sua incid\u00eancia sobre propriet\u00e1rios ou n\u00e3o propriet\u00e1rios n\u00e3o ser identific\u00e1vel”, diz o estudo do instituto.<\/p>\n

Para Jos\u00e9 Aparecido, coordenador de Finan\u00e7as Sociais, o fato de o Brasil ter muitos tributos indiretos tira a transpar\u00eancia do sistema, j\u00e1 que grande parte da popula\u00e7\u00e3o n\u00e3o percebe que os est\u00e1 pagando embutidos nas mercadorias e servi\u00e7os. “Precisamos avan\u00e7ar em educa\u00e7\u00e3o fiscal e tribut\u00e1ria para formar cidad\u00e3os mais conscientes”, avalia.<\/em><\/span><\/div>\n
