Hoje, a Receita Federal publica estudo anual, que mede o peso de impostos e contribui\u00e7\u00f5es da Uni\u00e3o, dos Estados e dos munic\u00edpios. No ano passado, a arrecada\u00e7\u00e3o federal foi de R$ 685,67 bilh\u00f5es. Considerando apenas os tributos, o valor foi de R$ 660,20 bilh\u00f5es, o que significa aumento real de 6,81% sobre 2007. Para calcular a carga tribut\u00e1ria bruta, \u00e9 necess\u00e1rio agregar as arrecada\u00e7\u00f5es de Estados e munic\u00edpios.<\/p>\n<p>O aumento de cerca de um ponto percentual em 2008, que deve ter levado a carga tribut\u00e1ria bruta para perto dos 36% do PIB, decorre de um in\u00edcio de ano muito aquecido na economia, com a arrecada\u00e7\u00e3o federal batendo recordes. Em janeiro, o valor obtido com tributos foi 20,49% maior, em termos reais, que a do mesmo m\u00eas em 2007. O salto do primeiro bimestre em rela\u00e7\u00e3o ao igual per\u00edodo de 2007 foi de 15,62%. Nos dois meses seguintes, o resultado acumulado em 2008 teve varia\u00e7\u00f5es de 12,88% (mar\u00e7o) e 12,09% (abril).<\/p>\n<p>De maio a outubro, os crescimentos reais acumulados ficaram no patamar dos 10%, at\u00e9 que a crise internacional come\u00e7ou a prejudicar a economia e derrubou a arrecada\u00e7\u00e3o, baixando o \u00edndice de janeiro a novembro para 8,19%. O ano passado terminou com aumento real de 6,81% sobre 2007.<\/p>\n<p>De acordo com c\u00e1lculos do especialista em finan\u00e7as p\u00fablicas Amir Khair, a divis\u00e3o do total arrecadado em 2008 pelo valor do PIB, resultou em carga tribut\u00e1ria bruta que cresceu de 34,79%, em 2007, para 35,73% em 2008. O aumento de 0,94 ponto percentual teve contribui\u00e7\u00f5es da Uni\u00e3o (0,42 ponto), dos Estados (0,49 ponto) e dos munic\u00edpios (0,04 ponto).<\/p>\n<p>As desonera\u00e7\u00f5es tribut\u00e1rias, segundo a Receita, tiveram importante papel em 2008. Est\u00edmulos dados a setores da economia reduziram a arrecada\u00e7\u00e3o em R$ 81,98 bilh\u00f5es. Na conta, est\u00e3o gastos tribut\u00e1rios previstos na lei or\u00e7ament\u00e1ria (R$ 76,05 bilh\u00f5es) e medidas adicionais equivalentes a R$ 5,93 bilh\u00f5es. Os destaques foram para a redu\u00e7\u00e3o de R$ 2,12 bilh\u00f5es na Contribui\u00e7\u00e3o de Interven\u00e7\u00e3o no Dom\u00ednio Econ\u00f4mico (Cide), a queda de R$ 987 milh\u00f5es no IOF e R$ 871 milh\u00f5es das redu\u00e7\u00f5es de prazo para compensa\u00e7\u00e3o de cr\u00e9ditos das contribui\u00e7\u00f5es PIS e Cofins.<\/p>\n<p>Ao comparar as arrecada\u00e7\u00f5es de 2008 e 2007, a Receita concluiu que, entre as causas econ\u00f4micas, as principais foram a maior lucratividade das empresas, o crescimento de 11% nas vendas, o aumento de 16,39% da massa salarial, a eleva\u00e7\u00e3o de 43,88% do valor em d\u00f3lar das importa\u00e7\u00f5es, o salto de 9,6% nas vendas de ve\u00edculos e alta de 4,8% da produ\u00e7\u00e3o industrial.<\/p>\n<p>No \u00e2mbito da legisla\u00e7\u00e3o, os fatores que mais influenciaram a arrecada\u00e7\u00e3o em 2008 foram o fim da CPMF, o aumento das al\u00edquotas do IOF, a redu\u00e7\u00e3o da carga da Cide, a eleva\u00e7\u00e3o de 9% para 15% na CSLL dos bancos e a mudan\u00e7a dos prazos de pagamento do IPI para bebidas e autom\u00f3veis.<\/p>\n<p><span style=\"font-size:85%;\">Fonte: Valor Econ\u00f4mico, via FENACON <\/span><\/span><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Carga tribut\u00e1ria atingiu 36% do PIB em 2008, mostra estudoArnaldo Galv\u00e3o, de Bras\u00edlia07\/07\/2009 A carga<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[76,160,188],"tags":[],"class_list":["post-2460","post","type-post","status-publish","format-standard","hentry","category-economia","category-planejamento-tributario","category-tributos"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
