A proposta ser\u00e1 levada ao ministro da Fazenda, Guido Mantega, que j\u00e1 foi alertado do risco do sistema para arrecada\u00e7\u00e3o do governo.<\/p>\n<p>A ideia \u00e9 introduzir um mecanismo de admissibilidade pr\u00e9via dos pedidos. T\u00e9cnicos que ajudaram na cria\u00e7\u00e3o do atual sistema consideram praticamente imposs\u00edvel fazer mudan\u00e7as nesse sentido. Hoje, a compensa\u00e7\u00e3o pode ser feita automaticamente e cabe ao Fisco verificar depois se o cr\u00e9dito \u00e9 mesmo devido.<\/p>\n<p>A Receita tamb\u00e9m quer aperfei\u00e7oar os sistemas de inform\u00e1tica e o cruzamento das informa\u00e7\u00f5es, com o uso da \u00e1rea de intelig\u00eancia. Mas o mais importante na pauta \u00e9 introduzir penalidades para as empresas que fazem compensa\u00e7\u00f5es indevidas.<\/p>\n<p>Para o comando atual da Receita, o grande problema hoje \u00e9 a falta de penas mais severas para o uso indevido do cr\u00e9dito autom\u00e1tico, o que cria risco apenas para administra\u00e7\u00e3o p\u00fablica, que perde arrecada\u00e7\u00e3o e depois tem de ir atr\u00e1s do dinheiro.<\/p>\n<p>De acordo com uma fonte da Receita Federal, n\u00e3o se pretende voltar a uma situa\u00e7\u00e3o do passado, na qual todos os pedidos dependiam da aprova\u00e7\u00e3o pr\u00e9via da Receita. &#8220;Esse processo se abriu, mas a avalia\u00e7\u00e3o que se faz hoje \u00e9 que se abriu demais&#8221;, diz a fonte. <\/span><br \/><span style=\"font-family:arial;color:#000000;\"><\/span><br \/><span style=\"font-family:arial;font-size:85%;color:#000000;\"><strong>Fonte<\/strong>: <\/span><br \/><span style=\"font-family:arial;font-size:85%;color:#000000;\">O Estado de S.
