{"id":2246,"date":"2009-11-15T08:01:00","date_gmt":"2009-11-15T08:01:00","guid":{"rendered":"http:\/\/alcantara.pro.br\/portal\/2009\/11\/15\/fisco-cria-perfil-do-contribuinte-brasileiro\/"},"modified":"2009-11-15T08:01:00","modified_gmt":"2009-11-15T08:01:00","slug":"fisco-cria-perfil-do-contribuinte-brasileiro","status":"publish","type":"post","link":"https:\/\/alcantara.pro.br\/portal\/2009\/11\/15\/fisco-cria-perfil-do-contribuinte-brasileiro\/","title":{"rendered":"Fisco cria perfil do contribuinte brasileiro"},"content":{"rendered":"<div align=\"justify\"><span style=\"font-family:arial;font-size:85%;color:#000000;\"><span style=\"font-size:100%;\">Os novos instrumentos de pesquisa e o cruzamento das informa\u00e7\u00f5es obtidas, formando um poderoso banco de dados, tem permitido ao Fisco criar um perfil do contribuinte brasileiro, separado por CPF (Cadastro de Pessoa F\u00edsica) e CNPJ (Cadastro Nacional de Pessoa Jur\u00eddica).<\/p>\n<p>Isto \u00e9 poss\u00edvel porque o atual software utilizado pela Receita Federal, o <strong>Harpia<\/strong>, possibilita que, a partir de uma t\u00e9cnica de intelig\u00eancia artificial (combina\u00e7\u00e3o e an\u00e1lise de informa\u00e7\u00f5es), sejam identificadas opera\u00e7\u00f5es de baixo e alto riscos para o \u00f3rg\u00e3o, podendo, este sistema, inclusive, aprender com o comportamento dos contribuintes para detectar irregularidades.<\/p>\n<p>Segundo o presidente do IBPT, o advogado tributarista, Gilberto Luiz do Amaral, utilizando esse perfil, o Fisco j\u00e1 det\u00e9m mais de 80% das informa\u00e7\u00f5es pertinentes \u00e0 movimenta\u00e7\u00e3o de renda, patrimonial e financeira do contribuinte pessoa f\u00edsica, com esse porcentual caindo para em torno de 70% no que se refere \u00e0s pessoas jur\u00eddicas. &#8220;<strong>Mas que dever\u00e1 aprimorar-se ainda mais com a introdu\u00e7\u00e3o do Sped fiscal e cont\u00e1bil e ainda da Nota Fiscal Eletr\u00f4nica<\/strong>&#8220;, refor\u00e7a.<\/p>\n<p>[&#8230;]<\/p>\n<p><strong>Mudan\u00e7a de comportamento<\/strong><br \/>O fato \u00e9 que, com o tempo, o contribuinte brasileiro se acostumou com a incapacidade do fisco de fiscalizar. Agora, \u00e9 exigido dele uma mudan\u00e7a de comportamento e a ci\u00eancia e a consci\u00eancia de que as coisas est\u00e3o se modificando. A sonega\u00e7\u00e3o vai reduzir.
