{"id":2045,"date":"2010-04-02T08:12:00","date_gmt":"2010-04-02T08:12:00","guid":{"rendered":"http:\/\/alcantara.pro.br\/portal\/2010\/04\/02\/nota-fiscal-eletronica-nova-geracao-dificultara-fraudes\/"},"modified":"2010-04-02T08:12:00","modified_gmt":"2010-04-02T08:12:00","slug":"nota-fiscal-eletronica-nova-geracao-dificultara-fraudes","status":"publish","type":"post","link":"https:\/\/alcantara.pro.br\/portal\/2010\/04\/02\/nota-fiscal-eletronica-nova-geracao-dificultara-fraudes\/","title":{"rendered":"Nota Fiscal Eletr\u00f4nica: nova gera\u00e7\u00e3o dificultar\u00e1 fraudes"},"content":{"rendered":"<div align=\"justify\"><span style=\"font-family:arial;color:#000000;\"><strong><span style=\"font-size:130%;\">Intelig\u00eancia fiscal impede fraudes na nova nota<br \/><\/span><\/strong><span style=\"font-size:85%;\">por Mariana Segala <\/span><\/p>\n<p>A segunda gera\u00e7\u00e3o da NF-e, que come\u00e7a dia 1\u00b0 de abril e deve chegar ao fim do ano com 1 milh\u00e3o de estabelecimentos cadastrados, ter\u00e1 ferramentas para dificultar a falsifica\u00e7\u00e3o.<\/p>\n<p>Uma pequena revolu\u00e7\u00e3o se desenha no campo da gest\u00e3o fiscal brasileira desde 2005, quando foram dados os primeiros passos para a cria\u00e7\u00e3o da Nota Fiscal Eletr\u00f4nica (NF-e).<\/p>\n<p>Este ano, mais precisamente o m\u00eas de abril, marca a entrada do projeto &#8211; que visa a substituir, por documentos eletr\u00f4nicos, as tradicionais notas fiscais de papel emitidas pelas empresas dos segmentos industrial e atacadista &#8211; em uma nova fase, com avan\u00e7os quantitativos e qualitativos.<\/p>\n<p>De um lado est\u00e1 a massifica\u00e7\u00e3o do sistema. &#8220;Toda a ind\u00fastria e o com\u00e9rcio atacadista ser\u00e3o integrados ao programa.<\/p>\n<p>A estimativa \u00e9 de chegar a dezembro com 1 milh\u00e3o de estabelecimentos cadastrados&#8221;, diz Vin\u00edcius Pimentel de Freitas, coordenador t\u00e9cnico adjunto do Encontro Nacional de Coordenadores e Administradores Tribut\u00e1rios Estaduais (Encat), que desenvolve a nota fiscal eletr\u00f4nica.<\/p>\n<p>Do outro est\u00e1 a intelig\u00eancia fiscal. Aperfei\u00e7oada para elevar a qualidade da informa\u00e7\u00e3o prestada pelas empresas contribuintes, uma vers\u00e3o 2.0 do software da nota fiscal eletr\u00f4nica e ser\u00e1 lan\u00e7ada no dia 1\u00ba e at\u00e9 o segundo semestre sair\u00e1 do papel o que est\u00e1 sendo chamado de Nota Fiscal Eletr\u00f4nica de Segunda Gera\u00e7\u00e3o (NF-e 2G).<\/p>\n<p>A nova fronteira da nota est\u00e1 situada na sua estrutura, que permite que nela sejam registrados todos os eventos pelos quais passar o documento fiscal at\u00e9 o fim do seu ciclo de vida &#8211; o momento em que a mercadoria vendida efetivamente chega at\u00e9 o comprador.<\/p>\n<p>&#8220;Uma s\u00e9rie de coisas pode acontecer neste caminho&#8221;, explica Freitas. Mais precisamente, o Encat mapeou cerca de 35 eventos, que v\u00e3o do registro da passagem da mercadoria por um posto de fiscaliza\u00e7\u00e3o na divisa entre dois estados at\u00e9 o roubo ou a devolu\u00e7\u00e3o dela.<\/p>\n<p>Tudo estar\u00e1 registrado no documento eletr\u00f4nico e poder\u00e1 ser verificado, pela internet, por quem tiver a chave de acesso da nota &#8211; equivalente ao n\u00famero.<\/p>\n<p>Eleva-se, com este mecanismo, a chance de evitar a fraude mais cl\u00e1ssica. &#8220;Imagine a rede de um fabricante de autom\u00f3veis que tenha representa\u00e7\u00f5es em estados diferentes, com ICMS (Imposto sobre a Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os) diferentes&#8221;, sugere o diretor da consultoria NF-e do Brasil, Marco Zanini.<\/p>\n<p>Uma fraude comum \u00e9 que tal empresa, ao vender um autom\u00f3vel produzido no estado com a al\u00edquota de ICMS maior, fature a mercadoria como se tivesse sido fabricada no estado com o imposto menor.<\/p>\n<p>&#8220;Com o controle dos eventos, se quando o comprador informar ao sistema da NF-e o recebimento do autom\u00f3vel n\u00e3o constar que ele passou pelas divisas estaduais, a nota ser\u00e1 cancelada&#8221;, explica.<\/p>\n<p><strong>Tempo ao tempo <\/strong><\/p>\n<p>A segunda gera\u00e7\u00e3o da nota fiscal eletr\u00f4nica est\u00e1 em testes nos estados autorizadores do documento &#8211; como \u00e9 o caso do Rio Grande do Sul, cujo sistema atende tamb\u00e9m a outras 12 unidades da federa\u00e7\u00e3o.<\/p>\n<p>A data da implementa\u00e7\u00e3o definitiva da NF-e 2G dever\u00e1 ser determinada pelo Encat em reuni\u00e3o marcada para o pr\u00f3ximo dia 8. &#8220;\u00c9 quando faremos uma avalia\u00e7\u00e3o da etapa de massifica\u00e7\u00e3o de abril&#8221;, afirma Freitas, que tamb\u00e9m \u00e9 chefe de Intera\u00e7\u00e3o Eletr\u00f4nica da Secretaria da Fazenda ga\u00facha.<\/p>\n<p>A preocupa\u00e7\u00e3o das Secretarias da Fazenda estaduais \u00e9 assegurar que os emissores das notas n\u00e3o tenham problemas ao manusear o sistema.<\/p>\n<p>Inicialmente, os eventos ser\u00e3o registrados na NF-e a partir do c\u00f3dito de barras estampado no Documento Auxiliar da Nota Fiscal Eletr\u00f4nica (Danfe), que \u00e9 impresso em papel e acompanha as mercadorias no transporte at\u00e9 seu destino.<\/p>\n<p>Possivelmente a partir de 2011, segundo Freitas, as mercadorias poder\u00e3o contar com etiquetas com a tecnologia RFID, sistema de identifica\u00e7\u00e3o por radiofrequ\u00eancia. &#8220;A\u00ed o controle de eventos funcionar\u00e1 100%&#8221;, sugere Zanini.<\/p>\n<hr \/>\n<p><span style=\"font-size:85%;\"><strong>Fonte<\/strong>: Brasil Econ\u00f4mico, via Blog <\/span><\/span><a href=\"http:\/\/www.joseadriano.com.br\/profiles\/blogs\/inteligencia-fiscal-impede\"><span style=\"font-family:arial;font-size:85%;\">Jos\u00e9 Adriano<\/span><\/a><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Intelig\u00eancia fiscal impede fraudes na nova notapor Mariana Segala A segunda gera\u00e7\u00e3o da NF-e, que<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[102,148,183],"tags":[],"class_list":["post-2045","post","type-post","status-publish","format-standard","hentry","category-fraudes","category-nota-fiscal-eletronica","category-sped"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
