O ECF ser\u00e1 substitu\u00eddo pelo SAT-Fiscal, uma esp\u00e9cie de modem, blindado, capaz de gerar, autenticar e transmitir via sinal de celular em tempo real os cupons fiscais emitidos nas vendas.<\/span><\/div>\n<p><span style=\"font-family:Arial;font-size:85%;\"><\/span><\/p>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;\"><span style=\"color:#000000;\"><strong>Cadastramento<\/strong> \u2013 Atualmente, 19 contribuintes do Imposto sobre a Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS) est\u00e3o utilizando o modem em um projeto-piloto que teve in\u00edcio em abril deste ano. Antes do final de 2010, a Secretaria da Fazenda do Estado de S\u00e3o Paulo (Sefaz) deve finalizar estudos sobre as suas especifica\u00e7\u00f5es t\u00e9cnicas e come\u00e7ar o processo de cadastramento dos fabricantes.<\/span><\/span><\/div>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;color:#000000;\">Hoje, cerca de 550 mil estabelecimentos comerciais s\u00e3o obrigados a usar o ECF. De acordo com a Sefaz, em um primeiro momento, a ades\u00e3o ao novo sistema ser\u00e1 volunt\u00e1ria. O fisco tamb\u00e9m analisa a possibilidade de subsidiar o custo da transmiss\u00e3o dos dados para as micro e pequenas empresas do setor comercial. Estima-se que o equipamento vai custar R$ 700. Entre as vantagens da ferramenta para os contribuintes, o fisco destaca a redu\u00e7\u00e3o do n\u00famero de obriga\u00e7\u00f5es acess\u00f3rias a serem exigidas, a economia de papel, a baixa manuten\u00e7\u00e3o da m\u00e1quina e menos  uso de impressora comum.<\/span><\/div>\n<p><span style=\"font-family:Arial;font-size:85%;\"><\/span><\/p>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;color:#000000;\">A novidade tem gerado muitas discuss\u00f5es entre fabricantes, distribuidores e associa\u00e7\u00f5es de classe por conta do custo do investimento e pelos impactos no mercado de servi\u00e7os de tecnologia. Isso porque o projeto prev\u00ea a dispensa da impressora fiscal, que poder\u00e1 ser substitu\u00edda pela impressora comum.<\/span><\/div>\n<div align=\"justify\"><span style=\"color:#000000;\"><span style=\"font-family:Arial;font-size:85%;\"><br \/><\/span><span style=\"font-family:Arial;font-size:85%;\"><strong>Validade jur\u00eddica<\/strong> \u2013 &#8220;\u00c9 uma decis\u00e3o t\u00e9cnica e pol\u00edtica da Sefaz que n\u00e3o obteve consenso em outros estados ou do Confaz (Conselho Nacional de Pol\u00edtica Fazend\u00e1ria)&#8221;,  critica o presidente da Associa\u00e7\u00e3o Brasileira de Automa\u00e7\u00e3o Comercial (Afrac), Zenon Leite Neto. De acordo com o dirigente, pela legisla\u00e7\u00e3o atual somente os cupons gerados em impressoras fiscais t\u00eam validade jur\u00eddica.<\/span><\/span><\/div>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;color:#000000;\">No projeto-piloto, os testes com o equipamento v\u00eam sendo feitos com a impressora fiscal. Entretanto, a secretaria paulista informa, em nota, que o uso da impressora n\u00e3o ser\u00e1 um requisito ao SAT.
