N\u00e3o \u00e9 preciso um levantamento aprofundado para perceber que uma das principais necessidades do pa\u00eds – uma reforma que torne a arrecada\u00e7\u00e3o de impostos mais justa e menos perniciosa \u00e0 produ\u00e7\u00e3o – n\u00e3o faz parte, nem de longe, do universo de preocupa\u00e7\u00f5es da maioria da popula\u00e7\u00e3o.<\/span><\/strong><\/p>\n

O sistema brasileiro, al\u00e9m de injusto (joga sobre uma pequena parte da popula\u00e7\u00e3o a maior parte do \u00f4nus fiscal) e voraz (a arrecada\u00e7\u00e3o chega a 35% do PIB, enquanto nos Estados Unidos \u00e9 ligeiramente superior a 31%), \u00e9 extremamente obscuro.<\/span><\/p>\n

A maior parte dos tributos est\u00e1 embutida nas notas fiscais das mercadorias ou na contabilidade das empresas. Isso impede que o cidad\u00e3o tenha no\u00e7\u00e3o de seu papel de contribuinte ou, em outras palavras, de mantenedor do Estado.<\/span><\/p>\n

Dessa maneira, sem ter a no\u00e7\u00e3o que o governo lhe tira com uma m\u00e3o o que entrega com a outra, esse cidad\u00e3o encara os benef\u00edcios que recebe (por menores que sejam) como uma d\u00e1diva desse ou daquele governante, n\u00e3o como obriga\u00e7\u00e3o do Estado.<\/span><\/p>\n

Observe o seguinte n\u00famero: no pr\u00f3ximo dia 3 de outubro, 135 milh\u00f5es de eleitores exercer\u00e3o nas urnas seu direito ao voto.<\/span><\/p>\n

S\u00e3o pessoas que, com toda raz\u00e3o, esperam que o Estado lhes preste servi\u00e7os de boa qualidade, sobretudo no que diz respeito \u00e0 sa\u00fade, educa\u00e7\u00e3o e seguran\u00e7a.<\/span><\/p>\n

Agora, olhe este outro n\u00famero: no \u00faltimo dia 3 de maio, \u00faltimo prazo para entrega das declara\u00e7\u00f5es do Imposto de Renda da Pessoa F\u00edsica, pouco menos de 25 milh\u00f5es contribuintes cumpriram seu dever com a Receita Federal.<\/span><\/p>\n

\u00c9 preciso deixar a hipocrisia paternalista de lado e criar um sistema tribut\u00e1rio que estenda a todos os assalariados do pa\u00eds a obriga\u00e7\u00e3o de destinar parte de seu sal\u00e1rio ao fisco.<\/span><\/p>\n

N\u00e3o precisa ser muito: R$ 10 por m\u00eas de cada trabalhador que hoje em dia est\u00e1 na zona de isen\u00e7\u00e3o do IR j\u00e1 seriam suficientes para ampliar a consci\u00eancia fiscal do brasileiro.<\/span><\/p>\n

Tomando-se apenas os 46 milh\u00f5es de pessoas que, segundo o Dieese, ganham de um a dois sal\u00e1rios m\u00ednimos mensais, isso significaria R$ 5,5 bilh\u00f5es a mais no caixa federal.<\/span><\/p>\n

A mordida fiscal poderia ser acompanhada, por exemplo, de medidas que reduzissem o pre\u00e7o final dos produtos essenciais. \u00c9 algo a se pensar, n\u00e3o?<\/span><\/p>\n
