A decis\u00e3o foi tomada ontem, ap\u00f3s reuni\u00e3o que se estendeu por toda a tarde entre t\u00e9cnicos da Secretaria da Fazenda e o governador Leonel Pavan. Com a a\u00e7\u00e3o, o governo atendeu a uma reivindica\u00e7\u00e3o dos empres\u00e1rios, representados pelo Conselho das Federa\u00e7\u00f5es Empresariais de Santa Catarina (Confen). Pela nova determina\u00e7\u00e3o, a Fazenda ir\u00e1 manter o regime de antecipa\u00e7\u00e3o da cobran\u00e7a dos tributos, por\u00e9m, para as empresas do Simples, haver\u00e1 adequa\u00e7\u00e3o das margens de valor agregado.<br \/><\/span><\/div>\n<p><\/span><\/p>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;color:#000000;\"><\/span> <\/div>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;\"><span style=\"color:#000000;\">Segundo o presidente da Federa\u00e7\u00e3o das C\u00e2maras de Dirigentes Lojistas de Santa Catarina, Sergio Medeiros, com o Simples o pequeno empres\u00e1rio pagava de 1,25% a 3,95% em impostos sobre o faturamento. No regime de substitui\u00e7\u00e3o, o imposto \u00e9 pago sobre as margens de valor agregado &#8211; um c\u00e1lculo feito pela Fazenda, que determina a diferen\u00e7a de valores entre o valor de venda pelo atacadista e o pre\u00e7o pago pelo consumidor final. &#8220;Nesse caso, o recolhimento recai sobre os estoques antes mesmo da venda e os impostos variam de 17% a 25%, comprometendo o j\u00e1 escasso capital de giro dos lojistas e as reduzidas margens de lucro.&#8221; <\/span><\/div>\n<p><\/span><\/p>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;color:#000000;\"><\/span> <\/div>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;\"><span style=\"color:#000000;\">Segundo a Fazenda, a revis\u00e3o para as empresas do Simples resultar\u00e1 em perda de arrecada\u00e7\u00e3o de cerca de R$ 200 milh\u00f5es anuais. As mudan\u00e7as, que ser\u00e3o discutidas com os empres\u00e1rios, dever\u00e3o valer a partir de 1\u00ba de setembro. <\/span><\/div>\n<p><\/span><\/p>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;color:#000000;\"><\/span> <\/div>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;\"><span style=\"color:#000000;\">N\u00fameros da Fazenda apontam que, enquanto o crescimento geral da arrecada\u00e7\u00e3o em 2009 foi 9%, no Simples n\u00e3o passou de 3,5%. O secret\u00e1rio da Fazenda, Cleverson Siewert, explica que o sistema de substitui\u00e7\u00e3o tribut\u00e1ria ser\u00e1 mantido para ajudar no combate \u00e0 sonega\u00e7\u00e3o. &#8220;O aumento do custo final para as pequenas empresas se dava porque o enquadramento no Simples permite redu\u00e7\u00e3o da al\u00edquota de ICMS. A solu\u00e7\u00e3o proposta manter\u00e1 os custos finais dos empres\u00e1rios nos patamares anteriores&#8221;, explica. Para cada faixa de produto ser\u00e3o calculadas diferentes margens de valor agregado. <\/span><\/div>\n<p><\/span><\/p>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;color:#000000;\"><\/span> <\/div>\n<div align=\"justify\"><span style=\"font-family:Arial;font-size:85%;\"><span style=\"color:#000000;\">&#8220;N\u00e3o somos contr\u00e1rios ao regime de antecipa\u00e7\u00e3o da cobran\u00e7a de tributos, mas ao aumento da carga&#8221;, disse Medeiros.
