Afinal, quem seria esse personagem misterioso, mais poderoso que o pr&oacute;prio chefe do governo?<\/span><\/span><\/div>\n<div style=\"text-align: justify;\"> \t&nbsp;<\/div>\n<div style=\"text-align: justify;\"> \t<span style=\"font-size:14px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Boas pistas j&aacute; dava, nos anos 1990, Roberto Campos. Em artigo denominado &ldquo;O Manic&ocirc;mio Fiscal&rdquo;, o economista declarava n&atilde;o ter &ldquo;o menor respeito pela sabedoria convencional que entroniza como indispens&aacute;veis os impostos cl&aacute;ssicos&rdquo; , dizia o texto, colocando nesta lista o IR e o atual ICMS. &ldquo;S&atilde;o ambos insuportavelmente obsoletos. Ensejam a cria&ccedil;&atilde;o de classes parasit&aacute;rias como a dos fiscais e tributaristas, que n&atilde;o tiram seu lucro da atividade produtiva e sim da explora&ccedil;&atilde;o da complexidade&rdquo;, iria al&eacute;m o articulista.<\/span><\/span><\/div>\n<div style=\"text-align: justify;\"> \t&nbsp;<\/div>\n<div style=\"text-align: justify;\"> \t<span style=\"font-size:14px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">T&atilde;o ineg&aacute;veis quanto as atual&iacute;ssimas considera&ccedil;&otilde;es do c&eacute;lebre economista, d&eacute;cadas atr&aacute;s, &eacute; a n&iacute;tida a&ccedil;&atilde;o de outros pensadores que igualmente se rebelam contra a burocracia e a complexidade tribut&aacute;ria brasileira. Nomes como Gilberto Luiz do Amaral, Jo&atilde;o Eloi Olenike e diversos outros ligados ao Instituto Brasileiro de Planejamento Tribut&aacute;rio (IBPT); al&eacute;m de Ives Gandra Martins, coordenador do Movimento Brasil Eficiente (MBE); Raul Haidar, integrante do Conselho Editorial da revista ConJur, todos bravos e corajosos atores de uma luta que muitos ainda consideram quixotesca.<\/span><\/span><\/div>\n<div style=\"text-align: justify;\"> \t <!--more-->  <\/div>\n<div style=\"text-align: justify;\"> \t&nbsp;<\/div>\n<div style=\"text-align: justify;\"> \t<span style=\"font-size:14px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Percebo tamb&eacute;m diversos novos (ou antigos) parasitas desse &lsquo;Manic&ocirc;mio&rsquo; na chefia dos Executivos municipal, estadual e federal, nenhum deles preocupado com a complexidade do sistema, pois certamente dela se beneficiam. Quanto mais esse quadro se agravar, mais regimes especiais e tratamentos diferenciados podem ser concedidos &agrave;s empresas ou setores espec&iacute;ficos, em troca de financiamento de campanha, claro.<\/span><\/span><\/div>\n<div style=\"text-align: justify;\"> \t&nbsp;<\/div>\n<div style=\"text-align: justify;\"> \t<span style=\"font-size:14px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Portanto, os inimigos da reforma tribut&aacute;ria n&atilde;o s&atilde;o t&atilde;o ocultos e, a meu ver, s&oacute; h&aacute; um jeito de combat&ecirc;-los: a mobiliza&ccedil;&atilde;o. Precisamos discutir esse tema em todas as institui&ccedil;&otilde;es de ensino, entidades de classe, sindicatos e associa&ccedil;&otilde;es.<\/span><\/span><\/div>\n<div style=\"text-align: justify;\"> \t&nbsp;<\/div>\n<div style=\"text-align: justify;\"> \t<span style=\"font-size:14px;\"><span style=\"font-family:arial,helvetica,sans-serif;\">Como tamb&eacute;m disse Roberto Campos: &ldquo;&eacute; uma tenaz ilus&atilde;o pensar que as empresas s&atilde;o pagadoras finais de impostos.
