Uma coaliz\u00e3o de grandes empresas de tecnologia e streaming no Brasil considera as novas regras para emiss\u00e3o de notas fiscais <strong>&#8220;impratic\u00e1veis&#8221;,<\/strong> temendo que <strong>comprometam a simplifica\u00e7\u00e3o prometida<\/strong>. O problema central \u00e9 a transi\u00e7\u00e3o de um modelo de consolida\u00e7\u00e3o de milh\u00f5es de transa\u00e7\u00f5es em um \u00fanico documento fiscal para um modelo individualizado. Andr\u00e9 Porto, da Amobitec, estima que o n\u00famero de notas fiscais <strong>saltar\u00e1 de centenas para 2,2 bilh\u00f5es por m\u00eas<\/strong>, com exemplos como a Uber tendo que emitir uma nota por corrida ou o iFood exigindo no m\u00ednimo tr\u00eas documentos fiscais por pedido.<\/div>\n<\/div>\n<div data-start-index=\"1348\">\n<p style=\"text-align: justify;\">O setor, que inclui 99, Amazon, iFood, Uber, Netflix e outras grandes plataformas,\u00a0expressa grande preocupa\u00e7\u00e3o com a falta de clareza sobre o sistema da Receita Federal e sua capacidade de suportar tal volume de transa\u00e7\u00f5es, afirmando ser &#8220;imposs\u00edvel&#8221; cumprir as obriga\u00e7\u00f5es acess\u00f3rias em 1\u00ba de janeiro de 2026 sem defini\u00e7\u00f5es claras.\u00a0Diante desse cen\u00e1rio de &#8220;iminente caos operacional&#8221;, as associa\u00e7\u00f5es propuseram quatro medidas para o PLP 108 de 2024: um prazo de adapta\u00e7\u00e3o, suspens\u00e3o de penalidades e da exigibilidade de tributos (CBS e IBS) em 2026, e a manuten\u00e7\u00e3o da validade dos documentos fiscais atuais.<\/p>\n<p style=\"text-align: justify;\">Em resposta, <strong>o Minist\u00e9rio da Fazenda negou categoricamente que haver\u00e1 &#8220;caos em 2026&#8221;<\/strong> e refutou a falta de respostas, assegurando que &#8220;est\u00e3o sendo avaliadas as melhores alternativas para racionalizar a emiss\u00e3o de documentos fiscais pelo setor&#8221;. A Receita Federal, segundo o Minist\u00e9rio, mant\u00e9m um &#8220;constante di\u00e1logo&#8221; com o setor, garantindo que n\u00e3o exigir\u00e1 obriga\u00e7\u00f5es acess\u00f3rias sem um per\u00edodo de adapta\u00e7\u00e3o dos sistemas das empresas.
