Este comit\u00ea ter\u00e1 um papel fundamental na coordena\u00e7\u00e3o das administra\u00e7\u00f5es tribut\u00e1rias dos estados, do Distrito Federal e dos munic\u00edpios em rela\u00e7\u00e3o ao Imposto sobre Bens e Servi\u00e7os (IBS), que substituir\u00e1 o Imposto sobre Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS) e o Imposto sobre Servi\u00e7os (ISS).<\/p>\n<p style=\"text-align: justify;\">O prefeito Sebasti\u00e3o Melo salientou a import\u00e2ncia da unidade dos munic\u00edpios, independentemente do seu tamanho, pois o ISS \u00e9 um tributo municipal em crescimento e qualquer altera\u00e7\u00e3o impactar\u00e1 diretamente as receitas municipais e, consequentemente, a popula\u00e7\u00e3o. O posicionamento da FNP, j\u00e1 comunicado ao ministro da Fazenda, Fernando Haddad, \u00e9 que das 27 unidades federativas que compor\u00e3o o comit\u00ea gestor, 13 sejam indicadas pela FNP e 14 pela Confedera\u00e7\u00e3o Nacional dos Munic\u00edpios (CNM). O prazo para a forma\u00e7\u00e3o desta mesa \u00e9 16 de abril, e a falta de consenso pode levar a atrasos.<\/p>\n<p style=\"text-align: justify;\">Para o prefeito do Rio de Janeiro, Eduardo Paes, que assumiu a presid\u00eancia da FNP, a falta de acordo representa riscos efetivos de perda de arrecada\u00e7\u00e3o. Ele tamb\u00e9m declarou \u00e0 CNN que a reforma tribut\u00e1ria ser\u00e1 um dos principais desafios para os munic\u00edpios em 2025, especialmente para os munic\u00edpios m\u00e9dios e grandes, devido \u00e0 expectativa de perda de arrecada\u00e7\u00e3o com a centraliza\u00e7\u00e3o da cobran\u00e7a do IBS. Paes ressaltou a necessidade de aten\u00e7\u00e3o durante o per\u00edodo de transi\u00e7\u00e3o e implementa\u00e7\u00e3o das novas medidas.<\/p>\n<p style=\"text-align: justify;\">O impasse entre a FNP e a CNM em rela\u00e7\u00e3o \u00e0 representatividade no Comit\u00ea Gestor do IBS \u00e9 um ponto central de discuss\u00e3o. Paes considera a forma como este comit\u00ea ir\u00e1 funcionar como o &#8220;grande desafio para 2025&#8221;. Ele mencionou que as responsabilidades dos munic\u00edpios aumentam, mas as receitas n\u00e3o acompanham esse crescimento, criticando uma tend\u00eancia hist\u00f3rica de criar obriga\u00e7\u00f5es para os munic\u00edpios sem a devida contrapartida financeira.<\/p>\n<p style=\"text-align: justify;\">Al\u00e9m da reforma tribut\u00e1ria, a reuni\u00e3o da FNP em Bras\u00edlia tamb\u00e9m abordou os impactos das mudan\u00e7as do Imposto de Renda nos munic\u00edpios e os desafios das cidades em seguran\u00e7a p\u00fablica, mobilidade e clima.
