\tAntes de embarcar para Paris, a presidente Dilma Rousseff sancionou a lei que garante ao consumidor brasileiro ser informado sobre o montante de impostos pagos a cada compra feita. O valor deve estar nas notas e cupom fiscais a partir de maio de 2013.<\/span><\/span><\/em><\/p>\n

\tA sanção foi publicada na edição desta segunda-feira (10) do "Diário Oficial da União". O texto, contudo, traz cinco vetos. Entre eles, os artigos que obrigavam a discriminação em nota do Imposto de Renda e da CSLL (Contribuição Social sobre Lucro Líquido).<\/span><\/span><\/em><\/div>\n

\tEm mensagem encaminhada ao Senado, Dilma justifica os vetos que eliminaram os dois itens da lei, apontando dificuldade de especificar o valor real de cada um deles para o consumidor.<\/span><\/span><\/em><\/div>\n
\t <\/div>\n
\t"A apuração dos tributos que incidem diretamente na formação do preço é de difícil implementação e a sanção desses dispositivos induziria a apresentação de valores muito discrepantes daqueles efetivamente recolhidos, em afronta à própria finalidade de trazer informação adequada ao consumidor final", diz a mensagem da presidente.<\/span><\/span><\/em><\/div>\n

\tApresentada ao Congresso em 2006, com mais de um milhão de assinaturas, a lei prevê que sejam computados globalmente tributos federais, estaduais e municipais que incidem sobre produtos e serviços.<\/span><\/span><\/em><\/div>\n
\t <\/div>\n
\tEntre eles, estão o ICMS (Imposto sobre Circulação de Mercadorias e Serviços), ISS (Imposto sobre Serviços), IPI (Imposto sobre Produtos Industrializados), IOF (Imposto sobre Operações Financeiras), PIS\/PASEP, Cofins (Contribuição para o Financiamento da Seguridade Social) e Cide (Contribuição de Intervenção no Domínio Econômico).<\/span><\/span><\/em><\/div>\n

\tEntre os outros vetos, está o que previa a divulgação de tributos questionados nas esferas administrativas e judicial. Segundo Dilma, trata-se de "informação temerária".<\/span><\/span><\/em><\/div>\n

\tA presidente também vetou item que previa informar, conscientizar e motivar o consumidor através dos diferentes meios de comunicação, bem como indicar entidade responsável por fazer os cálculos.<\/span><\/span><\/em><\/div>\n

\t\tSegundo análise do governo federal, essa medida colide com outro dispositivo da lei, que prevê que as empresas contratem instituições de "âmbito nacional reconhecidamente idônea" para calcular e fornecer os dados. <\/span><\/span><\/em><\/p>\n
