{"id":13430,"date":"2024-12-26T20:52:02","date_gmt":"2024-12-26T20:52:02","guid":{"rendered":"https:\/\/alcantara.pro.br\/portal\/?p=13430"},"modified":"2024-12-26T20:52:25","modified_gmt":"2024-12-26T20:52:25","slug":"rfb-cria-o-rtc","status":"publish","type":"post","link":"https:\/\/alcantara.pro.br\/portal\/2024\/12\/26\/rfb-cria-o-rtc\/","title":{"rendered":"RFB cria o Programa de Reforma Tribut\u00e1ria do Consumo &#8211; Programa RTC"},"content":{"rendered":"<p style=\"text-align: right;\">Por Alexandre Alcantara<\/p>\n<p>Foi publicado no DOU de hoje a <strong><a href=\"http:\/\/normas.receita.fazenda.gov.br\/sijut2consulta\/link.action?idAto=142233\" target=\"_blank\" rel=\"noopener\">Portaria\u00a0<span title=\"Secretaria Especial da Receita Federal do Brasil\">RFB<\/span>\u00a0n\u00ba\u00a0501<\/a><\/strong>,\u00a0de\u00a020 de dezembro de 2024, instituindo o Programa de Reforma Tribut\u00e1ria do Consumo &#8211; Programa RTC, no \u00e2mbito da\u00a0 para implanta\u00e7\u00e3o da reforma tribut\u00e1ria de que trata a Emenda Constitucional n\u00ba 132, de 20 de dezembro de 2023.<\/p>\n<p>&nbsp;<\/p>\n<p>Os trabalhos desenvolvidos no \u00e2mbito do Programa RTC ter\u00e3o como premissa a simplifica\u00e7\u00e3o no cumprimento das obriga\u00e7\u00f5es tribut\u00e1rias, principal e acess\u00f3rias, por meio de solu\u00e7\u00f5es integradas e econ\u00f4micas que contemplem a alternativa regulat\u00f3ria mais adequada, de forma a estimular a conformidade tribut\u00e1ria.<\/p>\n<div><\/div>\n<div class=\"divSegmentos artigo\"><span id=\"2583830\">Comp\u00f5em a estrutura do Programa RTC:<\/span><\/div>\n<div class=\"divSegmentos inciso\" style=\"padding-left: 40px;\"><span id=\"2583831\">I &#8211; o Comit\u00ea do Programa RTC;<\/span><\/div>\n<div class=\"divSegmentos inciso\" style=\"padding-left: 40px;\"><span id=\"2583832\">II &#8211; o Programa para Regulamenta\u00e7\u00e3o da Reforma Tribut\u00e1ria; e<\/span><\/div>\n<div class=\"divSegmentos inciso\" style=\"padding-left: 40px;\"><span id=\"2583833\">III &#8211; o Programa para Implementa\u00e7\u00e3o dos Sistemas Operacionais da Reforma Tribut\u00e1ria.<\/span><\/div>\n<div><\/div>\n<div><\/div>\n<div>A Portaria abrange a\u00a0<span id=\"2583844\">Contribui\u00e7\u00e3o Social sobre Bens e Servi\u00e7os &#8211; CBS e o <\/span>Imposto Seletivo &#8211; IS. Entretanto, dentro das compet\u00eancias comuns do Programa para Regulamenta\u00e7\u00e3o da Reforma Tribut\u00e1ria, a Portaria estabelece:<\/div>\n<div>\n<div class=\"divSegmentos inciso\" style=\"padding-left: 40px;\"><span id=\"2583850\">I &#8211; a integra\u00e7\u00e3o t\u00e9cnica entre os projetos vinculados;<\/span><\/div>\n<div class=\"divSegmentos inciso\" style=\"padding-left: 40px;\"><span id=\"2583851\">II &#8211; a convoca\u00e7\u00e3o para reuni\u00f5es, o estabelecimento de cronogramas e o monitoramento das a\u00e7\u00f5es planejadas no \u00e2mbito dos programas e de seus respectivos projetos;<\/span><\/div>\n<div class=\"divSegmentos inciso\" style=\"padding-left: 40px;\"><span id=\"2583852\">III &#8211; o levantamento e a apresenta\u00e7\u00e3o, ao Gabinete da RFB, do andamento do programa e das estrat\u00e9gias para o seu desenvolvimento e implanta\u00e7\u00e3o;<\/span><\/div>\n<div class=\"divSegmentos inciso\" style=\"padding-left: 40px;\"><span id=\"2583853\">IV &#8211; o estabelecimento de di\u00e1logo e coopera\u00e7\u00e3o com o Comit\u00ea Gestor do Imposto sobre Bens e Servi\u00e7os &#8211; IBS e as administra\u00e7\u00f5es tribut\u00e1rias dos estados, do Distrito Federal e dos Munic\u00edpios, para integra\u00e7\u00e3o e compartilhamento de informa\u00e7\u00f5es e sistemas;<\/span><\/div>\n<div class=\"divSegmentos inciso\" style=\"padding-left: 40px;\"><span id=\"2583854\">V &#8211;
