\tQuem não se lembra da época, não tão distante assim, das visitas constantes, dos fiscais de tributos, que batiam à porta de sua empresa, para fiscalizar a contabilidade. Para as empresas que trabalhavam na legalidade a inconveniência não era tanto pela fiscalização em si, mas pelo incômodo e desconforto que isto causava.<\/p>\n

\tTinham que destinar um ou mais funcionários para atender o Fisco, em face das intermináveis solicitações de exibição de inúmeros documentos. E isso ocorria com mais freqüência, com fiscais estaduais. Mal saía um, e lá vinha outro.<\/p>\n

\tMas agora, tanto o Fisco Federal quanto o Estadual vêm se utilizando de softwares capazes de identificar qualquer irregularidade cometida pelo contribuinte.<\/p>\n

\tO tempo de conversar com o fiscal já passou. Hoje ‘‘o fiscal é eletrônico” e muito mais eficiente, tanto para arrecadar, quanto para cruzar informações, buscar fraudes e sonegações. Vide recente cruzamento de dados da Receita Federal com a Receita Estadual, onde estão aparecendo doações patrimoniais, principalmente em dinheiro e que, por lei estadual, incide imposto de 4%. Seria quase impossívelo Fisco descobrir tais operações sem o auxílio da tecnologia.<\/p>\n

\tO Brasil, ano após ano, bate recordes de arrecadação aumentando ainda mais o cerco às empresas, para evitar sonegação. Vide a instituição da ‘‘malha fina”.<\/p>\n

\tNo mesmo ritmo segue o governo do estado de Mato Grosso, que agora sob a alegação de aperto financeiro, literalmente está levando mais imposto a campo, aumentando a carga tributária da agricultura, pois o comércio já está arrochado faz tempo.<\/p>\n

\tNão se iludam as pequenas empresas, pensando que estão fora da‘‘cerco” fiscal, achando que só as grandes serão atingidas. Isto não corresponde à realidade. O aperto será geral, a começar pela manutenção por parte do governo estadual da faixa de enquadramento de faturamento das micros e pequenas empresas no Simples Nacional, sob o objetivo de que deixaria de arrecadar um valor considerável, o que entendo, ser um devisão equivocada.<\/p>\n

\tO que resta às empresas é elaborar um bom plano estratégico, para obter o máximo de economia tributária, sem ‘‘pisar no rabo da lei”, aproveitando as brechas que a lei permite. Claro que para isso terão que contar com uma capacitada assessoria contábil e jurídica.<\/p>\n

\tFato é que pelo andar da carruagem, neste ano de 2012 a ânsia de arrecadar será ainda maior. E o que se vê é que não há coerência entre a arrecadação e a qualidade dos serviços públicos prestados.<\/p>\n

\tVamos torcer para que o governo tenha esta mesma disposição de arrecadar também direcionada à modernização tecnológica, para evitar desvios de verbas públicas e a detenção de corrupção, evitando que a receita gerada caia nas mãos de péssimos administradores públicos.<\/p>\n

\tEmpresários, continuem sendo os ‘‘heróis” do desenvolvimento, unindo-se ainda mais em torno dos seus sindicatos, federações, entidades, para, mais fortes, poderem criticar, gritar, e apontar caminhos para modificar esta realidade.<\/span><\/span><\/p>\n
