O texto aprovado estabelece que as parcelas de cada estado brasileiro na distribui\u00e7\u00e3o de receitas do Imposto sobre Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS) ser\u00e3o determinadas a partir da arrecada\u00e7\u00e3o em 2024.<\/figure>\n<\/div>\n<p style=\"text-align: justify;\">Diante disso, na pr\u00e1tica, caso o estado tenha uma maior arrecada\u00e7\u00e3o neste per\u00edodo de cinco anos, maior ser\u00e3o os recursos destinados a ele nos pr\u00f3ximos anos.<\/p>\n<p style=\"text-align: justify;\">De acordo com a contadora especialista na \u00e1rea fiscal e colunista do Portal Cont\u00e1beis, Camila Oliveira, \u201ca arrecada\u00e7\u00e3o do ICMS \u00e9 uma das mais importantes para os estados e, com a implementa\u00e7\u00e3o da reforma tribut\u00e1ria a al\u00edquota do imposto estar\u00e1 contida no Imposto sobre Bens e Servi\u00e7os\u00a0(IBS)\u00a0, que tamb\u00e9m conter\u00e1 as arrecada\u00e7\u00f5es do Imposto Sobre Servi\u00e7os (ISS)\u201d.<\/p>\n<p style=\"text-align: justify;\">Diante desse cen\u00e1rio, Oliveira explica que na inten\u00e7\u00e3o de manter suas arrecada\u00e7\u00f5es, alguns estados buscam elevar suas al\u00edquotas, gerando um grande impacto nas rela\u00e7\u00f5es de consumo, j\u00e1 que eleva o valor das mercadorias e gera competitividade nos estados.<\/p>\n<p style=\"text-align: justify;\">Foi publicado no Di\u00e1rio Oficial da Uni\u00e3o do estado do Rio Grande do Norte, o aumento da al\u00edquota para 20%, com validade desde 1\u00ba de abril at\u00e9 31 de dezembro de 2023.<\/p>\n<p style=\"text-align: justify;\">Al\u00e9m disso, no \u00faltimo dia 21, o Portal Cont\u00e1beis publicou uma mat\u00e9ria sobre o\u00a0<a href=\"https:\/\/www.contabeis.com.br\/noticias\/62454\/icms-alguns-estados-subirao-aliquota-para-19-5\/\" target=\"_blank\" rel=\"noopener\">aumento do ICMS<\/a>\u00a0para 19,5% nos estados do Esp\u00edrito Santo, Minas Gerais, Paran\u00e1, Rio de Janeiro, Rio Grande do Sul e S\u00e3o Paulo.<\/p>\n<p class=\"has-text-align-center\" style=\"text-align: justify;\">Para uma melhor contextualiza\u00e7\u00e3o, a especialista na \u00e1rea fiscal montou uma tabela mostrando o aumento nas al\u00edquotas dos estados que j\u00e1 publicaram normativas legais, confira:<\/p>\n<p class=\"has-text-align-center\"><img loading=\"lazy\" decoding=\"async\" class=\"ls-is-cached lazyloaded aligncenter\" impress\u00e3o\u00a0 que esse aumento nas al\u00edquotas do ICMS passar\u00e3o para os estados, Oliveira afirma que, sem d\u00favida nenhuma, alguns se sentir\u00e3o menos valorizados do que outros e, que isso poderia gerar uma guerra fiscal.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cEvid\u00eancias desta situa\u00e7\u00e3o \u00e9 a carta publicada pelos estados de SP, MG, RJ, ES e PR que em 20 de novembro publicaram carta conjunta explicando o motivo de seus aumentos nas al\u00edquotas do ICMS, apontando como um instrumento para manter suas arrecada\u00e7\u00f5es\u201d.<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">A colunista do Portal Cont\u00e1beis ainda acrescenta que \u201ccom a implementa\u00e7\u00e3o do IBS, ser\u00e1 reduzida, de forma\u00a0 significativa, a autonomia tribut\u00e1ria dos estados e dos munic\u00edpios, pois utilizar\u00e1 um mecanismo de distribui\u00e7\u00e3o dos valores arrecadados com o IBS\u201d.<\/p>\n<p style=\"text-align: justify;\">Por fim, ela explica que o que se tem diante desse cen\u00e1rio \u00e9 de fato o aumento de ICMS nos estados, e a guerra fiscal vive em um outro cap\u00edtulo no cen\u00e1rio tribut\u00e1rio brasileiro, \u201cpois os estados aumentam suas al\u00edquotas na busca de recompor a arrecada\u00e7\u00e3o da tributa\u00e7\u00e3o estadual no curto
