Foi publicado no Di\u00e1rio Oficial da Uni\u00e3o de hoje a Portaria RFB n\u00ba 368\/2023 instituindo Programa de Reforma Tribut\u00e1ria do Consumo<\/strong> (RTC) e projetos vinculados para a proposi\u00e7\u00e3o de modelo e solu\u00e7\u00f5es para a implanta\u00e7\u00e3o da reforma tribut\u00e1ria do consumo de que trata a Proposta de Emenda Constitucional n\u00ba 45, de 3 de abril de 2019., no \u00e2mbito da Receita Federal.<\/p>\n

O modelo e as solu\u00e7\u00f5es a que refere a Portaria dever\u00e3o ter como objetivo a simplifica\u00e7\u00e3o no cumprimento das obriga\u00e7\u00f5es tribut\u00e1rias, principal e acess\u00f3rias, por meio de solu\u00e7\u00f5es integradas e econ\u00f4micas, de forma que estimulem a conformidade tribut\u00e1ria.<\/p>\n

O Programa RTC \u00e9 composto por oito projetos vinculados:<\/p>\n

  1. RTC-01 – Cadastro, respons\u00e1vel pela elabora\u00e7\u00e3o de solu\u00e7\u00f5es de integra\u00e7\u00e3o, padroniza\u00e7\u00e3o, unifica\u00e7\u00e3o e compartilhamento de dados no \u00e2mbito da gest\u00e3o dos cadastros tribut\u00e1rios e aduaneiros;<\/li>\n
  2. RTC-02 – Escritura\u00e7\u00e3o Fiscal, respons\u00e1vel pela elabora\u00e7\u00e3o de solu\u00e7\u00f5es no \u00e2mbito da gest\u00e3o da escritura\u00e7\u00e3o de documentos e livros fiscais e da apura\u00e7\u00e3o do cr\u00e9dito tribut\u00e1rio;<\/li>\n
  3. RTC-03 – Declara\u00e7\u00e3o, respons\u00e1vel pela elabora\u00e7\u00e3o de solu\u00e7\u00f5es no \u00e2mbito da apura\u00e7\u00e3o, confiss\u00e3o e constitui\u00e7\u00e3o do cr\u00e9dito tribut\u00e1rio e do cumprimento das obriga\u00e7\u00f5es acess\u00f3rias;<\/li>\n
  4. RTC-04 – Cobran\u00e7a, respons\u00e1vel pela elabora\u00e7\u00e3o de solu\u00e7\u00f5es no \u00e2mbito da cobran\u00e7a administrativa do cr\u00e9dito tribut\u00e1rio e da gest\u00e3o da regularidade fiscal;<\/li>\n
  5. RTC-05 – Pagamento, respons\u00e1vel pela elabora\u00e7\u00e3o de solu\u00e7\u00f5es no \u00e2mbito da gest\u00e3o dos documentos de arrecada\u00e7\u00e3o, dos meios de pagamento, e sua classifica\u00e7\u00e3o;<\/li>\n
  6. RTC-06 – Direito Credit\u00f3rio, respons\u00e1vel pela elabora\u00e7\u00e3o de solu\u00e7\u00f5es no \u00e2mbito da restitui\u00e7\u00e3o, ressarcimento e compensa\u00e7\u00e3o de cr\u00e9ditos do contribuinte;<\/li>\n
  7. RTC-07 – Fiscaliza\u00e7\u00e3o, respons\u00e1vel pela elabora\u00e7\u00e3o de solu\u00e7\u00f5es no \u00e2mbito da dos procedimentos fiscais de auditoria; e<\/li>\n
  8. RTC-08 – Contencioso Administrativo e Judicial, respons\u00e1vel pela elabora\u00e7\u00e3o de solu\u00e7\u00f5es no \u00e2mbito da gest\u00e3o das atividades relativas ao contencioso administrativo, ao acompanhamento do contencioso judicial e ao relacionamento com o Conselho Administrativo de Recursos Fiscais – Carf.<\/li>\n<\/ol>\n
