\tOs 27 secretários de Fazenda dos estados e do Distrito Federal decidiram unificar em 4% a alíquota do Imposto sobre Circulação de mercadorias e Serviços (ICMS) que incide sobre as operações interestaduais. A padronização da alíquota, que será implantada paulatinamente, foi definida na reunião do Conselho Nacional de Política Fazendária (Confaz), nesta sexta-feira (08), em Curitiba, que contou com a presença do ministro da Fazenda em exercício, Nelson Barbosa.<\/span><\/span><\/p>\n

\t <\/p>\n

\t“A medida vai ser gradual, não se reduz alíquota do ICMS rapidamente porque causa desequilíbrio nas finanças estaduais. Temos que construir um acordo para que comece a vigorar a partir de janeiro de 2012”, disse o ministro interino, acrescentando que a proposta é avançar rápido, com a aprovação da resolução no Senado.<\/span><\/span><\/p>\n

\tAtualmente, a alíquota nas operações interestaduais é 7% para os estados do Norte e Nordeste e 12% para os demais.<\/span><\/span><\/p>\n

\t <\/p>\n

\tSegundo Nelson Barbosa, os estados que, eventualmente, sofram perdas com a redução da alíquota terão o caso tratado individualmente pela União. Ele explicou que foram feitos estudos com base nas notas fiscais eletrônicas e, com isso, já se sabe quem perde e quem ganha com a padronização.<\/span><\/span><\/p>\n

\t <\/p>\n

\tOutra questão abordada pelo Confaz foi a alíquota do imposto nas vendas pela internet<\/em> (comércio eletrônico ou e-commerce<\/em>). “Pretendemos fazer com que o comércio eletrônico siga a mesma regulamentação dos outros. Se a alíquota interestadual é 4%, ela vai ser a mesma no comércio eletrônico. Mas vamos deixar que os estados se reúnam e tirem uma proposta de consenso, que pode ser encaminhada ao Congresso Nacional via emenda constitucional com o apoio do governo”, explicou Nelson Barbosa.<\/span><\/span><\/p>\n
