\tPor volta do século I a.C. o historiador romano Públio Tácito sentenciou que quanto mais corrupto um Estado maior o número de leis. Entenda-se também, maior o grau de burocracia. O sociólogo alemão Max Weber conferiu um significado solene ao termo burocracia, relacionando-a a uma estrutura organizacional pautada por regras claras, bem desenhadas e impessoais. Mas foram os franceses que conferiram o significado pejorativo a que estamos acostumados. O tecido usado para cobrir as escrivaninhas era chamado de “bure”, de onde derivou a palavra “bureau”, que acabou servindo para designar todo o escritório. Burocracia é resultado da junção de “bureau” com a palavra grega “krátos” (poder), significando assim o poder dos funcionários do escritório. Nada mais apropriado para traduzir a realidade das repartições públicas, visto que sadismo parece ser o traço mais marcante da personalidade de alguns funcionários públicos. Basta observar o prazer estampado no semblante desse pessoal quando indefere uma solicitação, consequência dos efeitos inebriantes do poder do escritório correndo nas veias.<\/span><\/p>\n

\tSe num lado da moeda acontece o esbaldamento e a esparramação da burocracia desenfreada, no outro lado os efeitos colaterais desses excessos desabam sem dó na cabeça do contribuinte, que lá debaixo dos escombros se debate com uma infinidade de certidões, autenticações, formulários, carimbos, assinaturas, petições, solicitações, filas, senhas, agendamentos, requerimentos etc.etc. Alguns órgãos conseguiram progressos substantivos no combate ao exagero burocrático, como Receita Federal e Junta Comercial. E algumas atitudes louváveis merecem atenção, como por exemplo, a decisão de José Serra, quando governador de São Paulo, de por fim às exigências de firma reconhecida e cópias autenticadas nas transações realizadas com a administração pública estadual. <\/span><\/span><\/span><\/p>\n
